Notice of public hearing on proposed assessment to property owners on Sara Rd, Brandon Township, Douglas County, Minnesota
TO WHOM IT MAY CONCERN:
Notice is hereby given that the town board of Brandon Township will meet at the town hall at
________(am./p.m.) on _________________ to consider the adoption of a proposed assessment for the paving improvement on Sara Rd NW pursuant to Minnesota Statutes, Chapter 429. The board may adopt the assessment at this meeting.
The following is the area proposed to be assessed: All parcels abutting Sara Rd including the parcels that abut the extension of Sara Rd that is not a town road, but is a dedicated access to Sara Rd.
The amount to be specially assessed against your particular parcel #____________________ is $_____________. The assessment is proposed to be payable in equal annual installments extending over a period of five (5) years. The first installment is to be payable in the _________ tax year and will bear interest at the rate of _______% per year, commencing on January 1, 2017.
At any time prior to certification of the assessment to the county auditor/treasurer, you may pay the entire assessment on your property. No interest shall be charged if the entire assessment is paid within 30 days from the adoption of this assessment. (or by November 15, 2016). The right to partially prepay the assessment is not available.
The total amount of the proposed assessment is $___________________. The proposed assessment roll is on file for public inspection at the town clerk's office.
Written or oral objections will be considered at the meeting. No appeal may be taken as to the amount of an assessment unless a written objection signed by the affected property owner is filed with the town clerk prior to the assessment hearing or presented to the presiding officer at the hearing. The board may consider such an objection at an adjourned meeting upon such further notice to the affected property owners as it deems advisable.
An owner may appeal an assessment to the district court pursuant to Minnesota Statues, Section 429.081 by serving notice of the appeal upon the board chair or town clerk within 30 days after the adoption of the assessment and filing appropriate notice with the district court within ten days after service upon the chair or clerk.
Those persons who desire to comment on the proposed improvement will be heard at this meeting.

Resolution # _05-16-2016_ ordering improvement and preparation of plans
WHEREAS, on a motion of the town board of Brandon Township, approved on May 18, 2015, the date of June 15th 2015, was set for a public hearing on the proposed improvement and feasibility study consisting of a paving project on all of Sara Road in Brandon Township.
WHEREAS, ten days' mailed notice and two weeks' published notice of the hearing was given, and the hearing was conducted on June 15th, 2015, and all persons wishing to do so were given an opportunity to heard.
1. The improvement as detailed in the feasibility report was necessary, cost-effective, and feasible.
2. The improvement was approved and ordered on a motion by Lund, seconded by Croonquist and approved by all supervisors and J.K. Stabnow, Brandon Township engineer, was designated engineer for this improvement and was directed to prepare appropriate plans and specifications.
4. Five bids were sought, with four sealed bids being submitted on April 18th, 2016.
5. The lowest sealed bid from Central Specialties of Alexandria in the amount of $87,137.50
was accepted and a contract meeting all the specifications was agreed to between Central Specialties and Brandon Township.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF BRANDON TOWNSHIP, DOUGLAS COUNTY, MINNESOTA:
1. That the improvement project of paving of Sara Road be ordered and the contract with Central Specialties be fulfilled and completed by September 3, 2016
