Brandon Township Meeting Minutes  February 22, 2011 The regular monthly meeting of the Brandon Township Board was held on Monday, February 22, 2011 at the Brandon Community Center with Paul Lauthen, Michael Cleary, Jennifer Lanners, Diane Smith and Adrian Ledermann present. The meeting was called to order by Mike Cleary at 7:00 p.m.  The pledge of allegiance was recited. Clerks Report:  The minutes of the January 17th meeting were addressed.   The minutes were approved on a motion by Lanners, seconded by Lauthen and carried. Treasurer’s Report:  Beginning balance on 01/01/2011 was  $18,651.99.   Interest from Revenue on account at Bremer was $1.47.  Other income was $3,523.74.  Orders issued were $4,128.53 for a total ending balance of $18,048.67.  Investments reported included Tar & Road Fund received $87.79 in interest to now total $206,820.30   Motion made by Lanners, seconded by Cleary, to approve report; carried.   Public CommentTom & Mona Slack requested that Brandon Township take over the newly built Slack Road.  On a motion by Lauthen, seconded by Lanners, and approved, Brandon Township will take over the road either as a township road, or a designated cart way upon approval of Douglas County Inspection.  Lauthen will check with the county.Rick Korkowski from the Brandon Fire Department was present to provide information about the department's expenses and the revenue from the city and from other townships.  Assistant fire chiefs will be at the annual township meeting.Jeff Stabnow brought further information about the new sign maintenance policy.  He indicated that replacement costs could amount to $240.00 per sign; suggested that Brandon Township use its web site for bid seeking, and reminded the township that the 2013 sign post compliant requirement will be #3 posts.   He also indicated an interest in providing engineer consultation. Agenda Approval:  Agenda was approved with no additional items Old Business:  a. Road sign update:  Lanners presented a preliminary policy for review.   No further action taken as more info will be forthcoming at the spring short course and it is likely MAT will provide suggested policy formats.b. AAEDC meeting was attended by Cleary, Lanners and Ledermann.  A very informative meeting was held at Douglas Scientific.c. Lakes Regional Planning report was given by Ledermann.  Info about the Yellow Ribbon program and invasive lake species was shared.  Cleary and Lanners attended the county meeting with Senator Ingebrigsten.d. Information on the county meeting on the Pro Ag project was not available.e. 2010 chloride special assessment for Big Chip road amounts to $2,576.00 to be added to property taxes for that area.   Ledermann has contacted a Big Chip spokesperson and they want to continue the special assessment process for chloride reimbursement to the township. New Business:a. Calcium chloride for 2011.  Township will place a request for 14,000 gallons to the county.  Lauthen and Ledermann will again be available to assist drivers.b. Budget Planning for 2012.   Brandon Township will submit  the following levy budget for 2012 to the township annual meeting for approval.  General Fund - $25,000. Road and Bridge- $65,000, Fire - $24,000, CLRSD debt service township wide-$35,423, CLRSD debt service for sewer district- $80,000 for a total of $229,423.c. Spring Short Course will be at Arrowwood on March 24.d. Board of Appeal Meeting will be on April 12 at 1 p.m.e. Clerk will submit annual weed inspection report to county.  Three inspections were made, 1 written notice sent for voluntary compliance.  f. Annual County weed info and regular meeting will be at Douglas County Public Works on March 16.g. Request for support from Some Place Safe house.  No action taken.h. clerk notes shared info on Land Stewardship, MAT calendar, BRAC claim notice (Lauthen will follow up) (clerk will update grader info to indicate Township now has Cat 140 grader) and MAT resolution/scholarship info. a.  Claims and Wages:  Claims and wages requests were presented and viewed by the board.  Claims included:  54.5 hours of snow plowing; Luckys Propane-$715.50 for propane; Douglas County Public Works-$127.93 for salt/sand; Otter Tail Power - $42.62 for shop electricity; Ziegler Cat-$123.17 for parts; Douglas County Autitor/treasurer-$79.50 for ditch benefits. Claims and Wages were order paid on a motion by Lanners seconded by Cleary, and approved. Next month meeting will be on Monday, March. 21, 2011. The meeting was adjourned at 8:20 p.m.Adrian Ledermann, clerk
