Brandon Township Meeting Minutes - December 20, 2010 The regular monthly meeting of the Brandon Township Board was held on Monday, December 20, 2010 at the Brandon Community Center with Paul Lauthen, Michael Cleary, Jennifer Lanners, Diane Smith and Adrian Ledermann present. The meeting was called to order by Paul Lauthen at 7:00 p.m.  The pledge of allegiance was recited. Clerks Report:  The minutes of the November 15th meeting were addressed.   The minutes were approved on a motion by Lanners, seconded by Cleary and carried. Treasurer’s Report:  Beginning balance on 11/01/2010 was $10,365.86.   Interest from Revenue on account at Bremer was $.46.  Other income was $3,586.75.  Orders issued were $32,218.74 for a total ending balance of <$18,265.67>.  Investments reported included Tar & Road Fund received $101.38 in interest to now total $206,643.91   Motion made by Cleary, seconded by Lanners, to approve report; carried.   Public CommentTwo visitors, Tim Christianson and Jerry Challis were present.  Christianson sought approval for a gambling permit for annual Turkey Federation fund raiser at Long Lake.   The permit was approved on a motion by Lanners, seconded by Lauthen and approved.  Challis sought approval for the purchase of 10 signs to identify locations for water sources for fighting township fires.   On a motion by Cleary, seconded by Lanners, approval was given for the Brandon fire department to purchase 10 signs not to exceed $300.00 and give the fire department approval to install these BWS # (Brandon Water Supply) signs on township right of ways.   Challis also sought the names of key holders for the township shed should the fire department need to gain emergency entrance.  Lauthen will provide key holder names. Old Business:  a.  Supervisor term of office.  Ledermann provided info from the state MTA indicating that according to state law, the terms for office for Brandon Township supervisors is four years.   After further discussion, the township will proceed with the next election when the terms of Cleary and Lanners will be up for election in November of 2012.b. Lauthen reported on attending the office of energy hearing; the #1 priority of the electric line route is proposed for the north side of Interstate 94.  The township has no objections to this proposal.c. Lauthen reported on the yellow ribbon movements, indicating that it is directed to civic organizations.d. Animal control.  Lanners reported contact with the state and county offices indicating that the control of nuisance or dangerous animals is a county responsibility and that local people should call the sheriff's office if a dangerous dog is seen or has attacked anyone.   Lanners also presented a letter from the Hefti's seeking township support for a township ordinance.   No further action taken at this time.e. Chloride special assessments for Big Chip road area was provided by Ledermannd. Road and sign update.  Plowing is being done by Lauthen.  Lanners will put together an estimate of the signs that need replacing along with the estimated cost.   This info will become part of the annual meeting agenda in March.g.  Ledermann reported on the December Lakes Area Regional Planning Agency, indicating area problems between ALASD and local Alex Lakes Associations about affluent water.  New Business:a.  No land permits were reviewed.b. Smith will do the annual Worker's Comp audit.c. Ledermann will order a notary stamp which according to a new state law is to be used for all official documents.d. Cleary reported attending the viewing of the Fisher rezoning visit.  Brandon Township has no objections to the rezoning of this land to commercial.  Pro Ag plans to build a fertilizer outlet there.e. Ledermann will complete the Boundary and Annexation survey listing Cleary as the new chair.  No annexation changes were made in 2010.f. Road grading payments were received from Garfield City and Leaf Valley Township.g. Clerk notes were distributed. Claims and Wages:  Claims and wages requests were presented and viewed by the board.  Claims included:  City of Brandon - $148.65 for water/sewer; Otter Tail Power - $40.39 for shop electricity; Glenns' Towing & Repair -$625.03 for truck repair; West Central Petroleum - $1,220.00 for fuel; Lucky's Propane - $540.00 for propane; Adrian Ledermann - $350.00 for mileage and internet use; Douglas County Public Works - 736.10 for salt and striping paint; Douglas Countyh Assn of Townships - 582.78 for 2011 dues; Bremer Bank -$54,963.29 for bond payment Claims and Wages were order paid on a motion by Cleary seconded by Lanners, and approved. Next month meeting will be on  Tuesday, January 18, 2011 due to Martin Luther King holiday. The meeting was adjourned at 8:00 p.m.Adrian Ledermann, clerk
