Brandon Township Meeting Minutes - November 15, 2010 The regular monthly meeting of the Brandon Township Board was held on Monday, November 15, 2010 at the Brandon Community Center with Paul Lauthen, Michael Cleary, Jennifer Lanners, Diane Smith and Adrian Ledermann present. The meeting was called to order by Paul Lauthen at 7:10 p.m.  The pledge of allegiance was recited. Clerks Report:  The minutes of the October 18th meeting were addressed.   The minutes were approved on a motion by Lanners, seconded by Cleary and carried. Treasurer’s Report:  Beginning balance on 10/01/2010 was $12,174.96.   Interest from Revenue on account at Bremer was $.57.  Other income was $510.00.  Orders issued were $2,,319.67 for a total ending balance of $10,365.86.  Investments reported included Tar & Road Fund received $75.25 in interest and $61,135.15 transferred in from CD to now total $206,542.53.  CD #141683 received $636.97 in interest to now total $61,135.15 which was transferred to MM account which now totals $0.   Motion made by Cleary, seconded by Lauthen, to approve report; carried.   Public CommentOne visitor, Dana Barftnecht  was present and brought the sewer maintenance info meeting to the boards attention.  No further comments or new agenda. Old Business:  a.  Election review:   Head Judge, Smith reported that the election process went well with just a couple of incidents that were reported.   The clerk reported that Douglas County had completed the canvas and had certified the election.  For Brandon Township, Paul Lauthen was elected as supervisor with 297 votes, Adrian Ledermann was elected as clerk with 299 votes  and the town ballot question of extending supervisor terms to six years was defeated by a vote of 135 yes votes and 225 no votes.  In all 377 voters participated, a 77.42% turnout.  Discussion then centered on what to do next to make sure there is a transition process to move to four year terms for the supervisors.  The clerk read a letter from State Attorney, Kent Sulem indicating a need to get local counsel.  The clerk was directed to contact Sulem for further information before we proceed.b. Dog problem update.  Problem is not fully resolved as the dog still runs freely and the county enforcement needs to record another incident before taking action.   Supervisors are waiting on a response from the MAT state attorney for any recommendations on what the township can do.c. Road/signs update:  A new sign has been placed on Bear Creek Trail.  Some other signs that have been wind whipped were straightened. d. Alex Area Development Breakfast was reported on by Cleary and Ledermann who attended.  Good information given. New Business: a.  Land Use permits:  five permits were viewed.b. Office of Energy public hearing will be on Nov. 18, 12:30 p.m at Broadway Ballroom in Alexandria.  Lauthen will attend.c.  Election of officers.  Lauthen and Ledermann took the oath of office to begin new terms the first Monday of January, 2011.  On a motion by Lauthen seconded by Lanners, Cleary was elected the new chair for one year.  On a motion by Lanners, seconded by Cleary, Ledermann was appointed to the Lakes Area Regional Planning Agency, Cleary and Lanners were appointed as animal control officers and Lauthen was appointed as township weed inspector.d.  Update on road changes.  Winter equipment is now ready; new township road maps were distributed that indicated Brandon Township has 43.8 miles or public roadway.e.  Other:   Lauthen shared invite to watch for Beyond the Yellow Ribbon info; West Central Initiative safe road seminar in Fergus was announced; and West Central Initiative annual report was shared. Claims and Wages:  Claims and wages requests were presented and viewed by the board.  Claims included:  Post Office-$80.00 for stamps; MAT-$1,366.00 for Worker's Comp; The Record-$8.50 for public notices; Okerlund Gravel-$1,660.00 for gravel; Klimek's Tree Service-$80.00 for tree removal; Etc. Signs-$48.09 for road sign; Ottertail Power-$25.79 for shop electricity; City of Brandon-$24,043.84 for fire protection; Alexandria Area Economic Development-$2,475.00 for contribution; Diane Smith-$18.00 for mileage; and Gerald Buse-$875.00 for Edgefield upkeep.  Claims and Wages were order paid, but check to City of Brandon Fire Protection to be withheld until next tax receipts in December are received, on a motion by Lanners, seconded by Cleary and approved. Next month meeting will be on December 20, 2010. The meeting was adjourned at 8:10 p.m.Adrian Ledermann, clerk
