Brandon Township Meeting Minutes - August 16, 2010 The regular monthly meeting of the Brandon Township Board was held on Monday, August 16, 2010 at the Brandon Community Center with Michael Cleary, Jennifer Lanners, Diane Smith and Adrian Ledermann present. The meeting was called to order by Michael Cleary at 7:00 p.m.  The pledge of allegiance was recited. Clerks Report:  The minutes of the July 19th meeting were addressed.   The minutes were approved after one spelling correction with a motion by Lanners, seconded by Cleary, and carried.   Treasurer’s Report:  Beginning balance on 7/01/2010 was $3,005.87.   Interest from Revenue on account at Bremer was $2.37.  $20,000.00 of fund transfer was moved to MM account.  Other income included $114,462.97 from Douglas County and $3605.00 from Brandon residents. Orders issued were $61,985.78 for a total ending balance of $39,090.43.  Investments reported included Tar & Road Fund received $92.31 in interest and $20,000.00 transferred in to now total $145,151.13.  CD #141683 now totals $60,498.18.   Motion made by Lanners, seconded by Cleary, to approve report; carried.   Public CommentOne visitor present; Paula Shelander presented a seasonal care tips guide for sewer systems from BCWD. Old Business:  a. Road review:  Cleary reported trees down and hiring of Klimek's to remove trees; gravel needed for washouts; request from Paul Lehn on Lehn U turn to fill in cattle crossing; tile plugged on Burlington Rd and additional mowing needed.  Ledermann reported a request from LeRoy Buse for gravel due to wash out on Long Lake Rd.   Slack approach request is being resolved and does not involve Brandon Township.b.. Township building needing door installation will be done by Ness before winter.c.  Supervisor term of office resolution:   Following discussion, resolution 08-16-2010 extending the supervisor term of office will be placed on the November ballot. (cf. attached resolution)d.  Election feedback:   Election went well; low turnout as only 91 persons voted; need for 4 election judges seemed like a waste of time and money.e.  One weed control letter sent to a resident; area has since been mowed.  New Business:a.  One land use permit was reviewed.b. Election filing dates of Aug 3-Aug. 17 were again announced for November election.  Paul Lauthen has filed for supervisor and Adrian Ledermann has filed for clerk.c. District 9 MN township meeting announced.d. Lakes area regional planning report by Ledermann indicated that townships were confronting weed control problems and encouraged early get tough approach; gravel supplies need to be monitored; and County having trouble with MPCA over property for Rainbow Rider bus garage.e.  Township brush dump site:  Two requests were received by the clerk for a township brush dump site since the Brandon City site is not available to township residents.  After discussion no action was taken as the township has no property; no staff available to monitor and residents can get a burning permit or can hire brush chippers to clean up after a storm.f. Office of clerk to be appointed.   Following discussion no resolution was adopted to place appointment instead of election of township clerk on the November ballot.  The clerk had brought this item to the attention of the board.g.  Other clerk notes included a letter from state affirming city annexation of Chippewa Lutheran property; from Minnesota Revenue about market value deductions no longer allowed, and from MAT indicating that clerks must have a notary stamp for validity after the November 2010 election Claims  and Wages.  Claims were presented and viewed by the board.  Claims included: Hilltop Lumber-$7.26 for sign bolts; The Record- $17.00 for public notices; Bobs Adium-$15.00 for mower fuel; Otter Tail Power - $25.70 for shop electricity; Klimek's Tree Service-$1,570.00 for storm tree removal; Bob's Backhoe Service- $250.00 for tree stump removal and dirt fill.  Claims and wages were ordered to be paid on a motion by Lanners, seconded by Cleary and carried. Adjournment:  The meeting was adjourned at 8:05 p.m. on a motion by Lanners, seconded by Cleary, and carried. Next monthly Meeting will be Monday, September 20, 2010. Adrian Ledermann, clerk.
