Brandon Township Meeting Minutes - June 21, 2010 The regular monthly meeting of the Brandon Township Board was held on Monday, June 21, 2010 at the Brandon Community Center with Paul Lauthen, Michael Cleary, Jennifer Lanners, Diane Smith and Adrian Ledermann present. The meeting was called to order by Paul Lauthen at 7:00 p.m. The pledge of allegiance was recited. Clerks Report: The minutes of the May 17th meeting were addressed. The minutes were approved with a motion by Cleary, seconded by Lanners, and carried. Treasurer’s Report: Beginning balance on 5/01/2010 was $21,423.44. Interest from Revenue on account at Bremer was $ .71. Other Income was $321.00. Orders issued were $18,907.72 for a total ending balance of $2,648.43. Investments reported included Tar & Road Fund received $88.91 in interest to now total $144,957.92. CD #141683 received $374.74 in interest to now total $60,498.18. Motion made by Lanners, seconded by Cleary, to approve report; carried. Public Comment: Five visitors were present. Jeff Larson requested permission to widen approach off Lehn U Trail and asked Brandon Township to look into new wet land that impacts Stowe Lake Road and farm land north of County 82. On a motion by Cleary, seconded by Lanners and carried, Larson was given permission to build the approach to Lehn U Trail. Janet Koep and Judy Bock requested approval for gambling license for event at Long Lake Lodge. Approval granted with signature of township chair. Jeff Stabnow brought information on roads and signs. (Cf. Old business) Old Business: a. Board of Appeal training dates were given. Lauthen and Lanners plan to attend at Elbow Lake on July 8, 2010b. Road review: *Graveling has been completed. *Repair on Wallen, Chippewa Heights and Shorewood Lane: After consulting Douglas County Public Works and hearing their suggestion that repair will not be cost effective since the road will need further repair within five years, the board held off on signing the contract with Alpa-Seal, and sought another consultation with Jeff Stabnow. Stabnow suggested that Wallen Road need repair of alligator spots and then overlay with a rough estimate of $50,000. No further decision made at this time. *Signs: Lanners has mapped out all signs in Brandon Township as the first step in the plan. She will put on spread sheet giving dates of new signs replaced. Stabnow suggested that no further replacing of signs unless absolutely needed as new reflective sign policy was still a work in progress and the completion date is not until 2015. * Written sign and road repair/maintenance policies. Ledermann reported that no other Douglas County townships have written policies.c. Township building remodeling. Separation of building and new roof has been completed by Ness construction. Minor work left. d. Election judge training dates: Smith has signed up all judges, including three new judges for the June 29th date in Alexandria.e. Chloride application has been completed using a total of 15,578 gallons this year. One minor mishap on Tanglewood. Cleary to send a note of apology.f. Jacobson hire papers were signed by the chair.g. Douglas County road info meeting report. Nothing significant. Only county construction in Brandon township will by #7 south of Brandon to freeway. Ledermann requested that 109 be put back on the to do list.h. Regional planning report. Only info provided was that soy based dust control may not be good idea as it tends to create a crust and when grading needed, causes problems and looses effectiveness.i. MATIT coverage: Renewed policy presented for perusal. Board recommended that clerk check with MATIT about raising value of building to $50,000 and checking into raising value of grader. New Business:a. Three land use permits were reviewed.b. Election filing dates of Aug 3-Aug. 17 were announced for November election. Clerk will be posting notices prior to filing dates.c. Admin MN population estimate for Brandon Township was given at 604 people and 292 homes.d. Long Lake liquor license Sunday suspension notice was reviewed.e. Ottertail Power hearing notices for rate increase announced.f. Office f Energy Security 345 K Fargo to St. Cloud line hearing notice announced.g. MAT member cards were distributed. Claims and Wages. Claims were presented and viewed by the board. Claims included: Hilltop Lumber for bolts-$12.50; City of Brandon for water/sewer-$148.66; Adrian Ledermann for mileage and internet use-$360.00; The Record for notices-$4.25; West Central Petroleum for diesel-$1,559.99; Ottertail Power for shop electricity-$56.08; Douglas County Public Works for signs-$168.90; Okerlund Graveling for gravel-$5.421.00; Bill Ness Construction for steel roof-$8,000.00; Michael Cleary for mileage-$66.50; Jennifer Lanners for mileage-$39.50. Claims and wages were ordered to be paid on a motion by Lanners, seconded by Cleary and carried. On a motion by Cleary, seconded by Lauthen and carried, treasurer was directed to transfer $20,000 from money market fund to checking fund.
