Brandon Township Meeting Minutes - Nov. 16, 2009 The regular monthly meeting of the Brandon Township Board was held on Monday, November 19, 2009 at the Brandon Community Center with Paul Lauthen, Michael Cleary, Jennifer Lanners, Diane Smith and Adrian Ledermann present. The meeting was called to order by Paul Lauthen at 7:00 p.m.  The pledge of allegiance was recited. Clerks Report:  The minutes of the October 19th meeting were addressed.   The minutes were approved as corrected with a motion by Cleary, seconded by Lanners, and carried. Treasurer’s Report:  Beginning balance 10//01/09 was $8,593.95.   Interest from Revenue on account at Bremer was $.49. Fund transfer in was $100,000.00.  Other income was $500,000.00 from general obligation bond and $136.00 from Brandon residents for Chloride.  Orders issued were $601,559.88, for a total ending balance of $7,170.56.  Investments reported included Tar & Road Fund received $100.77 in interest and had $100,000 in fund transferred out to now total $52,992.92; CD #141683 received $1,720.49 in interest and now totals $60,123.44; and CD #141685  now totals $50,000 renewed for 6 months at 1.25% interest..  Motion made by Cleary, seconded by Lanners, to approve report; carried. Public Comment: Three visitors were present.  No additional agenda.  Old Business: a.  CLRSD report;  Cleary reported that he was unable to attend the last meeting, but that a motion is forthcoming to redistribute any remaining funds to townships at the same ratio as collected.  No land sale at this time, as the offer received was far below assessed value, so the land may go to the state to preserve the public interest.   CLEER wants to look at the books including every expense, which may delay wind down date.  . b. Brandon Township Bond closing information was made availablec. No further info on Love Lake drainage agreementd. Road maintenance update:  October rains led to complaints about gravel.  Lauthen hauled some gravel on Nursery Lane.e. Amended town tax levy resolution:  RESOLVED:  That Brandon Township reduce the amount of taxation for 2009 - payable in 2010, within the entire township (initially voted to be $40,000.00 by adoption of Resolution # 08-17-2009), be reduced to $35,423.00.   After discussion about the interest rate on the bond being lower than originally expected, the resolution passed on a motion by Cleary, seconded by Lauthen, and carried with 3 yes votes, 0 no votes.  Attested by Ledermann, clerk.f. Information letter about tax levy to township residents:  Info has already been distributed by Echo Press.  Information letter will be posted on township web site.  If needed, a letter may be sent to all residents after tax statements are sent out. New Business:a. One building permit was reviewed.b. Wolf Creek Vista road additions:  Svend Lane extension and Vista Trail are now added to Brandon Township roads on a motion by Cleary, seconded by Lanners and carried.c. Town Road Map update:   Clerk will update the map with the additions and forward to Douglas County Public Works.d. Pheasant Lane road agreement with Moe Township:  A new agreement with Moe township was accepted on a motion by Lanners, seconded by Cleary, and carried.  See attached agreement.e. Brandon City Hall contract for 2010.  A new contract for 2010 was accepted.  Clerk Ledermann will be contact person.f. Salt/Sand charges:  Department of Public Works will charge Brandon Township $30.10 per ton for mixed salt/sand and $67.94 per ton for extra salt.g. County Comprehensive Plan update.  Cleary attended informational sharing meeting in Brandon.h. Clerk has completed the 2010 Census Map change indicating the annexation of Chippewa Lutheran Church area to City of Brandon. Claims and Wages:  Claims were presented and viewed by the board.  Claims included; Kronberg Tree Service-$2,458.00 for tree trimming; Kennedy & Graven-$495.00 and $5,884.22. for bond counsel; Knotty Pine Bait & Gas-$117.66 for mower fuel; Computer Specialists-$38.42 for computer ink; Midwest Machinery Co.-$1,063.61 for tractor/mower repair; Proforma-$337.04 for envelopes and check printing; West Central MN Petro-$1,194.27 for diesel fuel; Leuthner Law Office-$2,131.65 for legal fees; Otter Tail Power-$53.90 for shop electricity; MN Association of Townships-$1,091.00 for workers comp insurance; City of Brandon-$19,399.22 for fire protection.  Claims and wages were ordered to be paid on a motion by Cleary, seconded by Lanners and carried; four checks to be held until fall tax receipts are received. Adjournment:  The meeting was adjourned at 8:10 p.m. on a motion by Lanners, seconded by Cleary. Adrian Ledermann, clerk.                               Attachment:  Brandon and Moe road agreement for Pheasant LaneBrandon Township and Moe TownshipPheasant Lane Road Agreement Moe Township shall take responsibility and all costs incurred for road maintenance of the Pheasant Lane township line road during the year beginning Dec. 1 of even numbered years through Nov. 30 of all odd numbered years.   Road maintenance includes all grading, snowplowing, and mowing responsibilities.  Brandon Township shall take responsibility and all costs incurred for the road maintenance of the Pheasant Land township line road during the year beginning Dec. 1 of odd numbered years through Nov. 30, of all even numbered years.   Road maintenance includes all grading, snowplowing, and mowing responsibilities. Road improvement responsibilities such as adding gravel, replacing culverts or road repair will be initiated by the township with maintenance responsibility for that year.   Before improvement decisions are made, township supervisors responsible for that year will consult with and obtain agreement for improvements from the adjoining township supervisors.   All costs incurred for improvements will by split 50/50 by the townships. This agreement shall be in effect beginning on 1st day of_December_,2009 and will be ongoing until terminated by agreement of both townships. Signed:                                                                                                                                                   Date        ______________________________ Moe township Chair    ___________ ______________________________  Moe Township, Clerk ___________ _______________________________Brandon Township, Chair ________   ______________________________Brandon Township Clerk _________
