Brandon Township Meeting Minutes - March 23, 2009 

The regular monthly meeting of the Brandon Township Board was held on Monday, March 23, 2009 at the Brandon Auditorium with Paul Lauthen, Michael Cleary, Jennifer Lanners, Diane Smith and Adrian Ledermann present.

 

The meeting was called to order by the clerk, Adrian Ledermann at 7:00 p.m.  The pledge of allegiance was recited.

 

Election results/Officer reorganization:  The results of the March 17 annual election were announced with Jennifer Lanners elected as supervisor and Diane Smith elected as treasurer.  Lanners and Smith took the oaths of office and were installed.   Paul Lauthen was then elected as chair of the supervisors on a motion by Cleary, seconded by Lanners and carried.

Lauthen took over as chair and recognized the past three years of service by Don Buse, along with 12 previous years of service by Buse.   Buse was given a round of applause in recognition of his dedicated service as supervisor.

 

Clerks Report:  The minutes of the Feb. 20th meeting were addressed.   The minutes were approved, with a motion by Lanners, seconded by Cleary, and carried.

 

Treasurer’s Report:  Beginning balance 02/01/09 was $17,915.57.   Interest from Revenue on account at Bremer was $.87.  Other income was $14,158.93.  Orders issued totaled $4,154.50, for a total ending balance of $27,920.87.  Investments reported included Tar & Road Fund received $46.34 in interest to total $52,578.00; CD #141683 totals $58,302.49; and CD #141685 which matures 03/22/09, totals $170,915.10.  Motion made by Cleary, seconded by Lanners, to approve report; carried.

 

Public Comment:  The gathering of 7 visitors offered no further business requests.

 

Old Business: a. Lauthen, Lanners, and Ledermann reported on the annual Douglas County Township meeting highlighting comments by the assessor, the sheriff, and the soil and water director.

            b. The Board of Appeal date was announced as April 7, 1 p.m.  Lauthen and Cleary have completed the training and will be present.  Lanners will check into training.

            c. MAT spring course will be on Thursday, March 26 at the Alexandria Holiday Inn, with registration beginning at 8 a.m.   A check of $180.00 to cover the registrations of Cleary, Lanners, Smith and Ledermann will be cut.   Lauthen may also attend.

            d. Ledermann requested input on the web site.   Passed resolutions will be posted on the web site.   Also, a note from the fire department regarding insurance levels due to the new water pump will be posted; Ledermann to check with Brandon Fire department for information.   Carlson will still do some further tweaking to make editing the web site announcements possible, before he submits his bill.

           

New Business: a. Cleary presented a request that Brandon Township begin to develop a comprehensive plan for township road improvement.  Lauthen and Cleary will check with the county and other vendors about possible advisement.  Lauthen will also check about potential bids to resurface Chippewa Heights and lead in roads since resurfacing will take place this summer on Co Rd 7 and may provide some substantial savings to include this township road.

            b. Ledermann will publish gravel quote requests.  A number of requests for road/gravel improvement including Utopia, Sven Lane, Long Lake, and Lehn U Turn, have been received.

            c. On a motion by Lanners, seconded by Cleary, and carried, Ledermann was reappointed for 1 year beginning April 1, 2009 to the Lakes Area Regional Planning Agency. On a motion by Lauthen, seconded by Lanners, and carried, Cleary was appointed to the Central Lakes Region Sanitary District Board for the period March 23, 2009 until December 31, 2010 to assist in winding down that board.   Lauthen and Cleary will act as weed inspectors; Cleary and Lanners will act as stray animal control contacts.

            d. On a motion by Cleary, seconded by Lanners, and carried, per diems ($50), hourly wages ($13) election hours ($13.50 head judge; $12 judges), salaries (clerk- $500 Qt and treasurer-$425), and mileage 9($.50) reimbursements will be left as is.

            e. Snowplowing and Mowing contracts were reviewed.  Lauthen was given a contract ($17 hr) to provide snowplowing and mowing on a motion by Cleary, seconded by Lanners and carried.  Cleary and Lanners will be available to assist when needed.

            f. Cleary provided info about expanding sewer inspection and contacts with the county.   Douglas County supervisor, Jerry Johnson, indicated in a meeting with county officials, that the county was ready to start inspections on lake parcels with homes within 500 feet of the shoreline, before proceeding with back lake lots and farm lots.  No further action by this board at this time.

            g. Smith reported she is researching potential interest rates and places to renew the CD that is coming due.   She was directed to renew the CD locally, but not for more than 6 months.

            h. Lauthen reported that he had hired the county to steam out 5 road culverts that have been frozen leading to water overflowing the roads.

            i.  As per motion and approval at the annual meeting, Cleary moved, seconded by Lanners, and carried that Brandon Township contribute $2,500 to Alexandria Area Development Association.

 

Claims:   Claims were presented and viewed by the board.  Claims included: Douglas County Public Works - $297.99 for salt/sand; Douglas County Auditor/Treasurer - $4,600.27 for tax reimburse; Luckys Propane - $1,117.50 for propane; City of Brandon - $127.65 for water/sewer; Minnesota Benefit Association - $405.00 for group life insurance; The Record - $8.84 for legal notices; West Central Petroleum - $912.60 for diesel; Otter Tail Power - $58.69 for shop electricity; Adrian Ledermann $31.08 for office supplies; Adrian Ledermann - $58 for mileage/reimburse; Paul Lauthen $48.00 for mileage; Jennifer Lanners $23.00 for mileage/reimburse; Michael Cleary $38.50 for mileage; and MAT - $180.00 for short course registration. Claims and wages were ordered to be paid on a motion by Cleary, seconded by Lanners, and carried.
