January, 2020 Meeting Minutes (Unofficial)

 

The regular monthly meeting was held on January 21, 2020, at the Brandon Community Center with Supervisors Kerby Lund, Dennis Lund and Bryan Meichsner present together with Treasurer Kathy Zimmerman, Clerk Mike Cleary and Township Engineer, Jeff Stabnow.  With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.

 

Approval of Agenda:  The agenda was approved as presented on a motion by Dennis and a second by Bryan.  Motion carried 3-0.

 

Approval of Minutes: Reading of the minutes of the December 16, 2019 Monthly Meeting was waved and the minutes were approved on a motion by Bryan and a second by Dennis.  Motion carried 3-0.

 

Treasurer’s Report: Beginning cash and investment balance on 12/1/19 was $472,565.60.  December, 2019 receipts and disbursements were $132,335.63 and $210,566.74, respectively, resulting in an ending balance of $394,334.49 at 12/31/19.  A motion to approve the treasurer's report was made by Bryan and seconded by Dennis.  Motion carried 3-0.  A draft budget for 2020 was presented for review and approved at the February meeting.

 

Road and Equipment-

a.       Discussion was held regarding the recommended rebuild of Wolf Creek Road and related financing alternatives.  Jeff Stabnow was instructed to obtain a preliminary estimate for the cost to rebuild a Wolf Creek Road to support a 9-ton pavement project. 

 

Annual Approvals:

a.       Motion to approve Bremer Bank as depository for township funds by Bryan and second by Kerby.  Motion carried 3.0.

 

b.       Motion to continue the Official Posting Sites to be The Record, Bremer Bank and the Township Web Site  by Bryan and second by Dennis.  Motion carried 3-0.

 

c.       Motion to approve check signers to be Mike, Kathy, Kerby and Dennis by Bryan and second by Dennis.  Motion carried 3-0.

 

d.       Motion to adopt the IRS mileage rate of 57.5 cents by Dennis and second by Bryan. Motion carried 3-0.

 

e.       Motion by Bryan and second by Dennis to hire Zach Hintermeister as snow plow operator and to hire Terry Gillespie as grader operator both at the current hourly rate.  Motion carried 3-0.

 

f.        Motion to adopt Resolution #01-21-2020A to Authorize Individual Supervisor to Purchase Needed Supplies or Order Work Done in a Necessary Emergency up to $5,000 by Dennis and second by Bryan.  Motion carried 3-0.

 

 

 

g.       Motion to adopt Resolutions #01-21-2020B/C/D to Approve Contracts with Interested Officers to perform township work to include grading, mowing, weed spraying, snow removal, sign replacement and equipment maintenance work at the current hourly rates as follows:

a.       To hire Kerby – motion by Bryan, second by Dennis – carried 2-0 with Kerby abstaining

b.       To hire Dennis – motion by Bryan, second by Kerby – carried 2-0 with Dennis abstaining

c.       To hire Bryan – motion by Kerby, second by Dennis – carried 2-0 with Bryan abstaining

 

Other Business:

a.       Motion by Kerby with second by Bryan to approve hiring as judges for the 2020 Presidential Nomination Primary election the following individuals:  Dennis Lund, Dennis Korkowski, Kathy Zimmerman, Susan Hansen and Bev Cleary.  Motion carried 3-0.

 

b.       Motion to approve a gambling permit for the Longbeards Turkey Association by Dennis with second by Bryan.  Motion carried 3-0.

 

c.       Motion to purchase a $100,000 18-month Certificate of Deposit from Bremer Bank by Bryan with second by Dennis.  Motion carried 3-0.

 

Claims and Wages: Motion to approve claims totaling $9,559.57 and to transfer $10,000 from the Money Market Account to the Checking Account by Bryan and a second by Dennis.  Motion carried 3-0. The full list of claims is available for public inspection in the Township Clerk’s office.

 

Adjournment: The meeting was adjourned at 8:37 pm.  The next meeting will be the annual Board of Audit followed by Regular Meeting - 7:00 pm Tuesday, February 18, 2020 at the Brandon Community Center
