Brandon Township Meeting, Monday, December 16, 2019

 DECEMBER, 201 MEETING MINUTES (Unofficial)

 

The December township supervisor meeting was held on December 16, 2019, at the Brandon Community Center with Supervisors Kerby Lund, Dennis Lund and Bryan Meichsner present together with Treasurer, Kathy Zimmerman and Clerk, Mike Cleary.  With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.

 

Agenda: Motion by D. Lund and second by Meichsner to approve the agenda. Motion carried 3-0.

 

Minutes: Motion by D. Lund and second by Meichsner to waive reading of the minutes of the November 18, 2019 supervisor meeting and the November 21, 2019 public hearing and to approve same.  Motion carried 3-0.

 

Treasurer’s Report: Beginning cash and investment balance on 11/1/19 was $449,986.57.  Monthly receipts and disbursements were $47,275.53 and $246,96.60, respectively, resulting in an ending balance of $472,565.60 at 11/30/2019.   Motion by Meichsner and second by D. Lund to approve the treasurer's report.  Motion carried 3-0.

 

Tanglewood Rd:  Total cost assessed for this project was $147,750 of which $57,750 was received in November and the balance of $99,000 will be paid as assessments over the next 10 years at 5% interest.  Motion made by Meichsner and second by D. Lund to pay Mark Lee $134,194.62.  Motion carried 3-0.

 

Wolf Creek Road: Discussion was held regarding the recent meeting with county road officials regarding a Geotechnical Evaluation of the Wolf Creek soil conditions.  The Braun Intertech report contained a number of recommendations to correct the underlying soil conditions of the road.  The county also made a number of recommendations based on experience with rebuilding other county roads.  The supervisors agreed that addition work is necessary prior to actually paving of Wolf Creek Road.  The clerk was instructed to draft a letter to be sent to the Wolf Creek area residents updating them on the timing and financing concerns of the project.  The letter is to be reviewed at the January, 2020 meeting and approved prior to being mailed.

 

Other Business: 

a.       Motion by D. Lund and second by Meichsner to approve Resolution 12-16-19A Establishing a Policy for Compensation and Reimbursement of Town Officials.  Motion carried 3-1.

 

b.       Motion by Meichsner and second by D. Lund to approve the 2020 meeting schedule.  Motion carried 3-1.

 

c.       Motion by Meichsner and second by D. Lund to purchase a new laptop computer for the Treasurer.  Motion carried 3-0.

 

Claims and Wages: Motion by Meichsner and second by D. Lund to approve claims and wages totaling $210,322.82

 and to transfer $40,000 from the money market account to the checking account.  Motion carried 3-0.  The full list of claims is available for public inspection in the Township Clerk’s office.
