November, 2019 PUBLIC HEARING MINUTES (UNOFFICIAL)

 

The Special Assessment Hearing for the Tanglewood Road 2019 Paving Project Assessments was held on November 21, 2019, at the Brandon Community Center with Supervisor Kerby Lund, Supervisor Dennis Lund, Treasurer Kathy Zimmerman and Clerk Mike Cleary present together with the Township Engineer, Jeff Stabnow.  With a quorum present, the meeting was called to order at 7:05 pm. The pledge of allegiance was recited by all. 

 

The Clerk’s report on notices posted and letters sent was reviewed.

 

The Clerk distributed a schedule of the project costs and assessments.  This schedule had previously been sent to the property owners with notice of this meeting.  It was noted that the assessment could be paid in full or part prior to November 30, 2019 after which date the Township would be sending the assessment list to the County Auditor for inclusion in the 2020 tax statements.  It was also noted that the unpaid assessment balance could also be paid down anytime during the 10-year payment period.

 

There were five residents present with questions and comments on the project.  Their concerns were primarily on the elevation difference between the new pavement and their paved driveway resulting in drop offs.  Engineer Jeff Stabnow assured them that their concerns would be corrected by the paving company in 2020 at no additional cost to the residents. 

 

Motion by D. Lund and second by K. Lund to approve Resolution 11-21-19. Motion carried unanimously.  See resolution attached.

 BRANDON TOWNSHIP RESOLUTION 11-21-19

 

RESOLUTION APPROVING THE ASSESSMENT FOR    

   THE TANGLEWOOD ROAD PAVING PROJECT

 

WHEREAS:  The 2019 Tanglewood Road Area Paving Project has been completed and all costs have been accrued or paid.

 

WHEREAS:  Proper notices have been sent to all property owners owning parcels abutting the affected roads and a public hearing has been held on November 21, 2019.

 

AND WHEREAS:  The listing of property owners together with the assessment for each parcel is available at the Brandon Township Clerk’s office.          

 

NOW THEREFORE, BE IT RESOLVED THAT THE BOARD OF BRANDON TOWNSHIP, DOUGLAS COUNTY, MINNESOTA:

 

1.       Set the total assessment for the Tanglewood Road 2019 Paving Project at $156,750 and that an assessment of $5,500.00 be levied for each full parcel and an assessment of $2,750.00 be levied for each parcel assessed at the 50% level.

 

2.      Accept a parcel owner’s full or partial payment of the assessment made directly to Brandon Township prior to November 30, 2019.

 

3.      Direct the Brandon Township Clerk to forward to the Douglas County Treasurer all remaining unpaid assessments as a special tax assessed to each parcel payable over 10 years with interest of 5% per annum.

 

4.      That the Brandon Township Clerk keep on record all payment received or unpaid assessment amounts forwarded to the Douglas County Assessor.

 

Adopted this 21st day of November by the Brandon Town Board
