Brandon Township Meeting, Monday, November 18, 2019

November, 2019 Meeting Minutes (Draft)

 

The November township supervisor meeting was held on November 18, 2019, at the Brandon Community Center with Supervisors Kerby Lund, Dennis Lund and Bryan Meichsner present together with Treasurer, Kathy Zimmerman and Clerk, Mike Cleary.  With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.

 

Agenda: Motion by D. Lund and second by K. Lund to approve the agenda. Motion carried 3-0.

 

Minutes: Motion by D. Lund and second by K. Lund to waive reading of the minutes of the October 21, 2019 supervisor meeting and to approve same.  Motion carried 3-0.

 

Treasurer’s Report: Beginning cash and investment balance on 10/1/19 was $466,629.88.  Monthly receipts and disbursements were $5,747.46 and $22,439.09, respectively, resulting in an ending balance of $449,938.25 at 10/31/2019.   Motion by Meichsner and second by D. Lund to approve the treasurer's report and to transfer $18,407 from the General Debt Service Fund to the Road and Bridge Fund.  Motion carried 3-0.

 

Tanglewood Rd:  Two visitors were present to discuss concerns regarding the quality of the paving project.  Cleary will contact the Township Engineer regarding their concerns.  Motion by Meichsner and second by K. Lund to schedule a public assessment hearing for 7:00pm on Thursday, November 21, 2019.  Motion carried 3-0.

 

Road, Equipment and Building:  Weather permitting, the Kimberly Point Rd ditch project may be completed yet this fall.  Cleary is working with Micka Radik to obtain a utility easement for the former Ness Building. 

 

Other: 

a.       Motion by K. Lund and second by Meichsner to approve Resolution 11-18-19A Designating Annual Polling Place to be the Brandon City Auditorium.  Motion carried 3-1.

 

b.       Motion by Meichsner and second by D. Lund to amend the township paving policy by adding the following to the last sentence of Section A “the cost of on-going repairs and maintenance will not be assessed.  However, the costs to upgrade and improve a road beyond that needed to maintain the road as a gravel road, will be included in the assessment” and to amend Note A to read “The cost share for other roads based on use, no outlet, or other road accesses may be different at the discretion of the Board”.  Motion carried 3-0.

 

Claims and Wages: Motion by D. Lund and second by K. Lund to approve claims and wages totaling $24,409.43 and to transfer $10,000 from the money market account to the checking account.  Motion carried 3-0.  The full list of claims is available for public inspection in the Township Clerk’s office.

 

 Adjournment:  Meeting was adjourned at 8:10 pm.  Next meeting is 7:00pm Monday, December 16, 2019 at the Brandon Community Center.
