June, 2019 Meeting Minutes (Unofficial)


The June township supervisor meeting was held on June 17, 2019, at the Brandon Community Center with Supervisors Kerby Lund, Dennis Lund and Bryan Meichsner present together with Treasurer Kathy Zimmerman, Clerk Mike Cleary and Township Engineer, Jeff Stabnow.  With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.


Agenda: Motion by Meichsner and second by D. Lund to approve the agenda. Motion carried 3-0.


Minutes: Motion by Meichsner and second by D. Lund to waive reading of the minutes of the May 21, 2019 supervisor meeting and to approve same.  Motion carried 3-0.


Treasurer’s Report: Beginning cash and investment balance on 5/1/19 was $361,604.53.  Monthly receipts and disbursements were $2,999.29 and $19,344.29, respectively, resulting in an ending balance of $345,259.53 at 5/31/2019.   Motion by Meichsner and second by K. Lund to approve the treasurer's report.  Motion carried 3-0.


Road and Equipment:


a.       Jeff Stabnow reported that Ida Township has agreed to split the cost of the Chuck Olson bid of $9,400 to replace the culvert on Utopia Road.  Motion by Meichsner and second by D. Lund to accept the Olson bid of $9,400.  Motion carried 3-0.


b.       Discussion was held regarding paving of Wolf Creek Road in 2019.  At the recommendation of Jeff Stabnow, a bid was obtained from Braun Intertec to perform borings and prepare a report on the feasibility of paving this road.  No action was taken on their bid of $6,395 pending discussion with county as to who pays.


c.       Paul Ulsanger requested permission to install, at his cost, a concrete cattle pass under Hunt Lake Road.  Motion by K. Lund and second by Meichsner to allow the installation of the cattle pass.  Motion carried 3-0.  Paul also requested that the township consider replacing the culvert under his second driveway on Hunt Lake Road.  The supervisors will check to see if the culvert needs to be replaced but did not commit to pay for any repairs.  Paul also stated that his property at the north end of Tanglewood Rd is not “buildable” and therefore should not be assessed any cost for paving this road.  There was also confusion as to where the township road actually ends.  Cleary will meet with Dave Rush of Land and Resource for Douglas County to obtain clarification.  Cleary will also arrange for a survey of the area in question.


d.       Discussion was held regarding the purchase of the building adjacent to the township garage/shop for additional storage and future expansion.  Motion by K. Lund and second by D. Lund to purchase this building for $65,000.  Motion carried 3-0.  Cleary will draft a purchase agreement.


e.        Motion by Meichsner and second by K. Lund to finance the Tanglewood Road Paving Project with a $200,000 Certificate of Indebtedness from Bremer Bank.  Motion carried 3-0.  Cleary will work with Bremer Bank and Kennedy-Graven for a closing in late August.


f.        Motion by K. Lund and second by D. Lund to hire Peterson Lawn Service to mow Edgewood Cemetery for $140 per mowing.  Motion carried 3-0.


Claims and Wages: Motion by Meichsner and second by D. Lund to approve claims and wages totaling $54,859.48 and to transfer $50,000.00 from the Money Market Account to the Checking Account.  Motion carried 3-0.  The full list of claims is available for public inspection in the Township Clerk’s office.
