May, 2019 Meeting Minutes (Draft)
The May township supervisor meeting was held on May 21, 2019, at the Brandon Community Center with Supervisors Kerby Lund, Dennis Lund and Bryan Meichsner present together with Treasurer Kathy Zimmerman, Clerk Mike Cleary and Township Engineer, Jeff Stabnow. With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.
Agenda: Motion by Meichsner and second by D. Lund to approve agenda. Motion carried 3-0.
Tanglewood Road: Township Engineer Jeff Stabnow opened 4 bids to pave Tanglewood Rd. Motion by D. Lund and second by Meichsner to accept the low bid of $155,835 from Mark Lee Excavating. Motion carried 3-0.
Minutes: Motion by Meichsner and second by D. Lund to waive reading of the minutes of the April 15, 2019 supervisor meeting and to approve same. Motion carried 3-0.
Treasurer’s Report: Beginning cash and investment balance on 4/1/19 was $370,365.45. Monthly receipts and disbursements were $184.78 and $8,945.70, respectively, resulting in an ending balance of $361,604.53 at 4/30/2019. Motion by Meichsner and second by D. Lund to approve the treasurer's report. Motion carried 3-0.
a. Discussion was held regarding the status of water erosion of Lehn U Trail and Walleye Rd due to malfunction of field tile drainage. It was noted that approximately 100 addition feet of tile was recently opened on the outlet to Stowe Lake which increased the flow and has reduced the amount of water on the Bracey property.
b. A bid was received from Chuck Olson to replace the culvert under Utopia Road to eliminate flooding during spring runoff and heavy rains. Jeff Stabnow will request Ida Township to also obtain a bid from their contractor of choice. It is assumed that Brandon and Ida will share the cost as this is a town line road.
c. Residents present voiced concerns over the current condition of Wolf Creek Road. It was noted that we are coming out of a very cold winter and a very wet spring which has resulted in numerous frost boils and other soft spots in all of the township roads. The township plans to grade and gravel roads as soon as they dry out. The work planned to prepare Wolf Creek Road for paving in 2020 will also begin as soon as the weather permits.
d. D. Lund reported that he had obtained two bids for crack filling on Big Chip Road. The supervisors agreed that it would be preferable to grind out the cracks before filling. Motion by K Lund and second by Meichsner to accept the bid of Lot Pros from Fergus Falls. Motion carried 3-0.
e. Motion by D. Lund and second by Meichsner to sign the Ziegler Preventative Maintenance Agreement for the road grader. Motion carried 3-0.
Claims and Wages: Motion by Meichsner and second by D. Lund to approve claims and wages totaling $21,560.52 and to transfer $25,000.00 from the Money Market Account to the Checking Account. Motion carried 3-0. The full list of claims is available for public inspection in the Township Clerk’s office.
Adjournment: Meeting was adjourned at 8:30 pm by Meichsner. Next meeting is 7:00pm Monday June 17, 2018.
