Brandon Township Meeting, Monday, April 15, 2019

The April township supervisor meeting was held on April 15, 2019, at the Brandon Community Center with Supervisors Kerby Lund, Dennis Lund and Bryan Meichsner present together with Treasurer Kathy Zimmerman, Clerk Mike Cleary and Township Engineer, Jeff Stabnow.  With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.

 

Agenda: Motion by Meichsner and second by D. Lund to approve agenda. Motion carried 3-0.

 

Minutes: Motion by Meichsner and second by D. Lund to waive reading of the minutes of the March 18, 2019 supervisor meeting and to approve same.  Motion carried 3-0.

 

Treasurer’s Report: Beginning cash and investment balance on 3/1/19 was $383,372.61. March, 2019 receipts and disbursements were $2,532.94 and $15,540.10, respectively, resulting in an ending balance of $370,365.45 at 3/31/2019.   Motion by Meichsner and second by D. Lund to approve the treasurer's report.  Motion carried 3-0.

 

Road and Equipment:

a.       Motion by D. Lund and second by Meichsner for Jeff Stabnow to put the 2019 Tanglewood Rd Paving Project out for bids to be opened at the Tuesday, May 21, 2019 meeting.  Motion carried 3-0.

 

b.       Motion by D. Lund and second by Meichsner to accept the bid from Balgaard Services to provide Class 5 road gravel for 2019 at $9.25 per yard

 

c.       Motion by Meichsner and second by D. Lund to adopt the revised Mail Box Support Policy 

 

d.       Motion by K. Lund and second by Meichsner to hire Terry Gillespie as the grader operator.

 

e.       Motion by K. Lund and second by Meichsner to purchase safety lights for the Gator UTV.  Motion carried 3-0.

 

f.        Motion by Meichsner and second by D. Lund to adopt Resolution 04-15-2019F to disburse funds received annually from the annual Town Road Account before disbursing funds received from the annual Township Road and Bridge Tax Levy.  Motion carried 3-0.

 

g.       Discussion was held regarding erosion of Lehn U Trail and Walleye Rd due to malfunction of field drainage tile on land owned and/or farmed by Paul Lehn, Craig Haseman, Dave Staples and Brian Staples.  These parties indicated that they were working on a plan to fix this entire tile system estimated to be 80 to 100 years old.  Bill and Patty Bracey whose land is currently being flooded by the malfunctioning tile, expressed their desire to see the tile re-routed from where it currently crosses their property.  The township agreed that the parties could replace their existing tile under Walleye Rd to eliminate further damage to this township road.

 

h.       Discussion was held regarding the need to install a larger culvert under Utopia Road to eliminate flooding during spring runoff and heavy rains.  This road is a town line road shared with Ida Township.  Jeff Stabnow agreed to bring this situation to the Ida Township supervisors meeting that he planned to attend after leaving the Brandon meeting.

 

i.         Discussion was held regarding crack filling on Big Chip Rd.  D. Lund will get measurements and bids for the May, 2019 meeting.

 

j.         Paul Ulsager expressed an interest in installing a concrete cattle pass under Hunt Lake Rd at his expense.  He also inquired as to whether the existing culvert under his second driveway could be replaced by the township. The supervisors agreed to look into the situation.

 

Other Business:

a.        Motion by Meichsner and second by D. Lund to waive the $15.30 interest accessed on the 2019 special assessment for parcel 09-0278-030 which was prepaid to the county in 2018 and to pay the county the related administration fee of $3.00 to remove the assessment interest.

 

b.       Motion by Meichsner and second by D. Lund to change the May monthly meeting date to Tuesday, May 21, 2019.  Motion carried 3-0.

 

c.       Cleary will work with the City of Brandon in either locating the existing contract for fire and emergency services or draft a new contract if necessary.

 

Claims and Wages: Motion by D. Lund and second by Meichsner to approve claims and wages totaling $8,845.57 and to transfer $5,000.00 from the Money Market Account to the Checking Account.  Motion carried 3-0.  The full list of claims is available for public inspection in the Township Clerk’s office.
