Brandon Township Meeting, Monday, November 19, 2018
November, 2018 Meeting Minutes (Unofficial)
The November monthly meeting was held on November 19, 2018, at the Brandon Community Center with Supervisors Gene Fynboh, Kerby Lund and Dennis Lund present together with Treasurer Kathy Zimmerman and Clerk Mike Cleary. With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.
Approval of Minutes: Reading of the minutes of the October 15, 2018 Monthly Meeting and the November 14, 2018 Board of Canvass was waved and the minutes were approved on a motion by K. Lund and a second by D. Lund. Motion carried unanimously.
Treasurer’s Report: Beginning cash and investment balance on 10/1/18 was $364,159.85 October, 2018 receipts and disbursements were $4,539.90 and $23,893.50, respectively, resulting in an ending balance of $344,806.25 at 10/31/18. A motion to approve the treasurer's report was made by K. Lund and seconded by D. Lund. Motion carried unanimously.
Approval of Agenda: The agenda was approved as presented on a motion by Fynboh and a second by D. Lund. Motion carried unanimously.
a. Discussion was held regarding the improvements need to be made before Wolf Creek Road can be paved in 2019. Ideally, the improvements needed to be made this fall to allow for settling over the winter and spring. However, due to weather delays, the improvements will not be made until next spring after which the Township may decide to pave all the proposed roads or possibly delay the paving of Wolf Creek Road but proceed with the paving of Svend and Severson.
b. Discussion was held regarding access to Severson Road from parcel # 09-0082-750. Representatives for this parcel were present and stated their intent to not access Severson Road now or in the future as they currently have access across related family-owned parcels to the west. Previously they informed the Board that costly improvements on this parcel would be necessary to gain access and that they did not intend to make these improvements. Cleary will contact the Township Attorney for advice on this matter.
c. A motion was made by D. Lund with a second by Fynboh to adopt Resolution No
11-19-2018A for the designation Jeff Stabnow as engineer and to approve the preparation of plans and specifications for making the improvement. Motion carried unanimously.
Tanglewood Paving Project:
a. Cleary informed the Board that a similar resolution is required for this project but that the 6 month window to pass had expired and that it was necessary to hold another public hearing. A motion was made by Fynboh and seconded by K. Lund to schedule a public hearing for 6:30 pm on Monday, December 17, 2018. Motion carried unanimously.
Road and Equipment Issues:
a. Discussion was held regarding the ever increasing cost of road maintenance charged other towns and townships for work by Brandon Township. A motion was made by Fynboh and seconded by K. Lund to increase the billing to $125 per hour for all grading, snow plowing, weed spraying and mowing services. Motion carried unanimously.
a. There were two new building permits to review.
b. A motion was made by D. Lund with a second by K. Lund to purchase a 36 month certificate of deposit from Bremer Bank using the proceeds from the $100,000 CD maturing on Nov 20, 2018. Motion carried unanimously.
Claims and Wages: Claims totaling $9,640.85 were reviewed and approved, together with a motion to transfer $5,000 from the Money Market to the Checking Account, on a motion by Fynboh and a second by Fynboh. Motion carried unanimously. The full list of claims is available for public inspection in the Township Clerk’s office.
Adjournment: The meeting was adjourned at 8:35 pm on a motion by Fynboh and seconded by D. Lund. Motion carried unanimously.
