September, 2018 Meeting Minutes (DRAFT)


The September monthly meeting was held on September 17, 2018, at the Brandon Community Center with Supervisors Gene Fynboh, Kerby Lund and Dennis Lund present together with Treasurer Kathy Zimmerman and Clerk Mike Cleary.  With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.


Approval of Minutes: Reading of the minutes of the August 20, 2018 meeting was waved and the minutes were approved on a motion by K. Lund and a second by D. Lund.  Motion carried unanimously.


Treasurer’s Report: Beginning cash and investment balance on 8/1/18 was $372,008.25     August, 2018 receipts and disbursements were $4,650.39 and $7,322.43, respectively, resulting in an ending balance of $369,336.21 at 8/31/18.  The treasurer's report was approved on a motion by K. Lund and a second by D. Lund.  Motion carried unanimously.


Approval of Agenda:  The agenda was approved as presented on a motion by Fynboh and a second by K. Lund.  Motion carried unanimously.


Wolf Creek Rd Area Paving Project: 


a.    Township Engineer Jeff Stabnow discussed current cost estimates for this project based on current season bids experienced on similar projects and best guess estimates of future costs noting that the cost of bituminous continues to rise.


b.   Cleary presented an analysis of the proposed financing for this and the Tanglewood Road project using these updated costs.  Given the cost of the proposed assessments, Cleary presented the possibility of using 10-year bonds to finance the projects and recommended that the township paving policy be amended to provide for assessments to be repaid over a period longer that the 5 years as provided for in the current policy.  A motion was made by Fynboh and seconded by D. Lund to amend the township paving policy by adding the following language to the last sentence of Step 3 of the policy “if financed from existing Township Funds.  A longer period may be adopted if bonds are used to finance the improvements”.  Motion carried unanimously.


c.    Discussion was held with input from the four area residents present as to what specs should be used when building these roads.  The wish is to build to a standard that would support the anticipated traffic at a reasonable cost.


d.    A motion was made by Fynboh and seconded by D Lund to schedule a public hearing for the Wolf Creek Road Area Paving Project for 9:00 am on Saturday, October 13, 2018 at the Brandon Auditorium.  Motion passed unanimously.  Cleary will handle publishing the meeting notice and mailing same to all affected property owners.


Road and Equipment Issues:


a.     There were no equipment issues.  In response to a flooding concern raised by Glenn Roers, Cleary will meet with the County Ditch Inspector to see if the drainage near Hagedorn Road can be improved.


New Business:


a.    There were no new building permits to review. 


Claims and Wages: Claims totaling $7,587.65 were reviewed and approved together with a motion to transfer $5,000 from the Money Market to the Checking Account on a motion by K. Lund and seconded by D. Lund.  Motion carried unanimously. The full list of claims is available for public inspection in the Township Clerk’s office.


Adjournment: The meeting was adjourned at 8:00 pm on a motion by Fynboh and seconded by K. Lund.  Motion carried unanimously.
