Brandon Township Meeting, Monday, August 20, 2018
August 20, 2018 MEETING MINUTES
The August monthly meeting was held on August 20, 2018, at the Brandon Community Center with Supervisors Kerby Lund and Dennis Lund present together with Treasurer Kathy Zimmerman and Clerk Mike Cleary. With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.
Approval of Minutes: Reading of the minutes of the July 16, 2018 meeting was waved and the minutes were approved on a motion by D. Lund and a second by K. Lund. Motion carried unanimously.
Treasurer’s Report: Beginning cash and investment balance on 7/1/18 was $422,247.62. July, 2018 receipts and disbursements were $1,737.97 and $52,077.34, respectively, resulting in an ending balance of $371,908.25 at 7/31/18. The treasurer's report was approved on a motion by D. Lund and a second by K. Lund. Motion carried unanimously.
Approval of Agenda: The agenda was approved as presented on a motion by K. Lund and a second by D. Lund. Motion carried unanimously.
Wolf Creek Rd Area Paving Petition: Four residents from the Wolf Creek Rd Area were present to follow up on their petition for paving Wolf Creek, Svend and Severson roads. The petition that was presented at the July meeting was audited by the clerk and certified to be valid with 10 residents voting to pave Wolf Creek only and 36 residents to also pave Svend and Severson. Merl King presented a letter from Nelda Olson changing her YES votes on the petition to NO for the 4 properties that she owns. That changed the totals of 9 residents voting to pave Wolf Creek only and 33 voting to also pave Svend and Severson. 51 percent of the affected parcels responded favorably to the petition. The petition as amended was accepted on a motion by D. Lund and a second by K. Lund. Motion carried unanimously. Discussion was held on when to hold a Public Hearing. The clerk will review the requirements and get back to the residents.
Road and Equipment Issues:
a. There were no equipment issues. Dennis completed a second round of weed spraying on all but 4-1/2 miles of township roads. Rip rap was installed around the culvert on Utopia. A pothole has developed on Chippewa Heights that needs to be fixed. It was noted that the grass shoulders on many of the township roads are higher that the driving surface thereby trapping rain water and causing washout on many hills. The township will address this problem in 2019. An analysis of the cost to apply chloride to the township roads was reviewed. Discussion was held to discontinue using chloride to stabilize roads and to only apply chloride to the center 12 feet of roads where residents request. It was noted that the new stop signs at the intersection of Wolf Creek and Svend are working to at least slow traffic.
a. There were three new building permits to review.
Claims and Wages: Claims totaling $7,322.13 were reviewed and approved on a motion by K. Lund and seconded by D. Lund. Motion carried unanimously. The full list of claims is available for public inspection in the Township Clerk’s office.
