Brandon Township Meeting, Monday, April 16, 2018
APRIL 16, 2018 MEETING MINUTES
The April monthly meeting was held on April 16, 2018, at the Brandon Community Center with Supervisor Gene Fynboh, Supervisor Kerby Lund, Supervisor Dennis Lund, Treasurer Kathy Zimmerman and Clerk Mike Cleary present. With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.
Approval of Minutes: Reading of the minutes of the March 19, 2018 meeting was waved and the minutes were approved on a motion by K. Lund and a second by D. Lund. Motion carried unanimously.
Treasurer’s Report: Beginning cash and investment balance on 3/1/18 was $386,885.75. March, 2018 receipts and disbursements were $159.44 and $13,815.27, respectively, resulting in an ending balance of $373,388.99 at 3/31/18. The treasurer's report was approved on a motion by k. Lund and a second by D. Lund. Motion carried unanimously.
Approval of Agenda: The agenda was approved as presented on a motion by Fynboh and a second by K. Lund. Motion carried unanimously.
Tanglewood Road Paving Project: The proposed paving project was discussed. A motion was made by K. Lund and seconded by D. Lund to exclude the Vinson and Poltiske parcels from assessment for paving Tanglewood Rd on the basis that these properties have access on Cty Rd 7 and would not experience an increase in value from paving Tanglewood Rd. Motion carried unanimously.
A motion was then made by D. Lund and seconded by Fynboh to instruct the township engineer to obtain bids to pave Tanglewood Rd that would be opened at the May 21st meeting. The motion carried with D. Lund and Fynboh both voting Yes and K. Lund voting No.
A motion was made by Fynboh and seconded by K. Lund to hold a Public Hearing on May 21, 2018 to review bids and decide whether to proceed with the paving of Tanglewood Rd. Motion carried unanimously. Clerk was instructed to proceed with notices.
a. All work has been completed on the garage remodel project. It was noted that there has been a significant savings on heating cost since insulating the building as part of this project.
b. Gravel bids were opened from Okerlund Graveling and Balgaard Services. The low bid of $9.00 per yard from Balgaard was accepted on a motion by K. Lund with a second by D. Lund. Motion carried unanimously.
c. Brian Coons from Bargen, Inc. was present to discuss the option of using bio-based sealant on the township paved roads instead of a tar and chip application.
a. There were no new building permits to review.
b. Cleary presented a summary of what the other Douglas County Townships are paying for various services. A motion was made by K. Lund and seconded by D. Lund to increase the hourly wages for the Head Election Judge to $17.50 and for the other Election Judges to $15.00 and to increase the pocket gopher bounty to $3.00. Motion carried unanimously.
c. A motion was made by K. Lund and seconded by D. Lund to hire Adrian Ledermann as Head Election Judge for the upcoming MN primary and US national election. Motion carried unanimously.
d. A motion was made by D. Lund and seconded by K. Lund to purchase used shelving from Lake County Wines for $50.00 for storage of Township Records. Motion carried unanimously.
Correspondence and Clerk Notes: The township received a request from Someplace Safe for a donation to support gas gift cards for clients using their services. A motion was made by K. Lund and seconded by D. Lund to donate $200 to Someplace Safe and to donate $200 to the Douglas County Historical Society. Motion carried unanimously.
Claims and Wages: Claims totaling $3,865.71 were reviewed and approved on a motion by Fynboh and seconded by K. Lund. Motion carried unanimously. The full list of claims is available for public inspection in the Township Clerk’s office.
Adjournment: The meeting was adjourned at 9:15 pm on a motion by Fynboh and seconded by K. Lund. Motion carried unanimously.
