Brandon Township Meeting, Monday, March 19, 2018
MARCH 19, 2018 MEETING MINUTES
The March monthly meeting was held on March 19, 2018, at the Brandon Community Center with Supervisor Gene Fynboh, Supervisor Kerby Lund, Supervisor Dennis Lund, Treasurer Kathy Zimmerman and Clerk Mike Cleary present. With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.
Approval of Minutes: Reading of the minutes of the February 20, 2018 meeting was waved and the minutes were approved on a motion by K. Lund and a second by D. Lund. Motion carried unanimously.
Treasurer’s Report: Beginning cash and investment balance on 2/1/18 was $364,408.21. February, 2018 receipts and disbursements were $24,118.96 and $1,641.42, respectively, resulting in an ending balance of $386,885.75 at 2/28/18. The treasurer's report was approved on a motion by D. Lund and a second by K. Lund. Motion carried unanimously.
Approval of Agenda: The agenda was approved as presented on a motion by Fynboh and a second by K. Lund. Motion carried unanimously.
Tanglewood Road Paving Project: About 20 Tanglewood Road property owners were in attendance and were invited to share their current support or concerns regarding this proposed project. The township engineer reported that his cost estimate was unchanged from his previous estimate but that the City of Alexandria had recently received bids on a paving that were below their earlier estimate. The clerk stated that he had received 2 emails in support and 2 emails against the project. Approximately half of the property owners in attendance voiced support and approximately half were not in favor of the project. Two property owners that live on Cty Rd 7 with side yards on Tanglewood requested to be removed from the project. The clerk was instructed to research whether a payment term on a levy could be increased to more than 5 years which had been the case on two previous township paving projects. As previously announced, the decision to proceed to bids or to scrap the project will be made by the supervisors at the April, 2018 meeting. If the project proceeds, the supervisors will also address which properties will be assessed for the cost of the project. Property owners were encouraged to put their comments in writing to the clerk via the township website or by mail.
Road and Equipment Issues:
a. No progress has been made on completing the garage remodel project.
b. Both trucks are operating OK
c. More tree trimming has been completed on north side of Stowe Lake.
d. D. Lund is working on obtaining a non-commercial spraying license
e. The spaying UTV has been ordered for Spring delivery
f. Supervisors decided to research gravel options before contracting with a gravel supplier for the current year needs.
a. There were two new building permits to review.
b. Two donation requests were forwarded from the Annual Township Meeting for approval by the supervisors. The request from AAEDC for $2,500 and from the Brandon Fire Dept for $28,931 were approved on a motion by K. Lund and a second by D. Lund. Motion carried unanimously.
c. Certificate of Deposit interest rates at Bremer Bank were reviewed. A motion was made by Fynboh and seconded by K. Lund to move $50,000 into a one-year CD and $50,000 into a two-year CD. Motion carried unanimously.
Correspondence and Clerk Notes: The township has assigned the duties of 2020 Census address verification to Douglas County. The open book meeting with the County regarding property assessment will be held on April 13th at the Courthouse.
Claims and Wages: Claims totaling $13,656.20 were reviewed and approved on a motion by K. Lund and seconded by D. Lund. Motion carried unanimously. The full list of claims is available for public inspection in the Township Clerk’s office.
Adjournment: The meeting was adjourned at 9:00 pm on a motion by Fynboh and seconded by K. Lund. Motion carried unanimously.
