Brandon Township Meeting, Monday, December 18, 2017
DECEMBER, 2017 MEETING MINUTES
The December monthly meeting was held on December 18, 2017, at the Brandon Community Center with Supervisor Gene Fynboh, Supervisor K. Lund, Supervisor Dennis Lund, Treasurer Kathy Zimmerman and Clerk Mike Cleary present. With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.
Approval of Minutes: Reading of the minutes of the November 20, 2017 meeting was waved and the minutes were approved on a motion by K. Lund and a second by D. Lund. Motion carried unanimously.
Treasurer’s Report: Beginning cash and investment balance on 11/1/17 was $289,204.18. November, 2017 receipts and disbursements were $80,326.76 and $68,224.92, respectively, resulting in an ending balance of $301,306.02 at 11/30/17. The treasurer's report was approved on a motion by K. Lund and a second by D. Lund. Motion carried unanimously.
Visitors Questions and Concerns: There were 12 visitors present.
Approval of Agenda: The agenda was approved as presented on a motion by Fynboh and a second by K. Lund. Motion carried unanimously.
Road and Equipment Issues:
a. Equipment and road updates were given and discussed. The shop remodeling project is completed except for some heating and electrical work not expected to be completed until after the first of the year. A number of repairs have been necessary on the new plow truck.
b. A number of residents were present to hear a presentation of the cost estimates to pave Wolf Creek Road and adjoining roads leading to the properties on the north side of Stowe Lake. After discussing the various options and related cost, the general consensus was to obtain a petition to pave Wolf Creek Rd from County Rd 16 west to Severson Rd and to pave Svend Dr, Svend Ln and Severson Rd. No action will be taken until a petition has been received indicating the level of interest from the property owners to proceed. The township will look into the concern with visibility of traffic approaching the intersection of Wolf Creek Rd with Svend Dr due to the hill to the west of this intersection.
a. There were no new building permits to review.
b. A donation request from Douglas County Historical Society was approved for $200 on a motion by D. Lund with a second by K. Lund. Motion carried unanimously. A donation request from the Alexandria Senior Center was discussed but no action was taken.
c. Discussion was held regarding the feasibility of bringing the road ditch weed spraying in house in 2018. K. Lund volunteered to obtain cost estimates for the necessary equipment and D. Lund volunteered to look into obtaining the necessary license.
d. Resolutions #12-18-17 A through D to approve Contracts with Interested Officers to perform township work to include snow plowing, road grading, ditch mowing, equipment maintenance, sign replacement and shop work were approved with no change in pay rates as follows:
a. K. Lund – Motion by Fynboh, Second by D. Lund – Carried with K. Lund abstaining
b. D. Lund – Motion by K. Lund, Second by Fynboh – Carried with D. Lund abstaining
c. Fynboh – Motion by D. Lund, Second by K. Lund – Carried with Fynboh abstaining
d. Cleary – Motion by Fynboh, Second by G. Lund – Motion carried unanimously
e. Resolution #12-18-17E to Authorize Individual Supervisor to Purchase Supplies or Order Work Done in a Necessary Emergency up to $5,000 was approved on a motion by K. Lund and a second by D. Lund. Motion carried unanimously.
f. The meeting schedule for 2018 was discussed and approved on a motion by Fynboh and a second by D. Lund. Motion carried unanimously.
g. Approval was given for the Christina Lake Longbeards to conduct their annual raffle at Long Lake Lodge on a motion by K. Lund and a second by D. Lund. Motion carried unanimously.
h. A motion to pay the road maintenance supervisor a monthly stipend of $50 for road mileage reimbursement was made by Fynboh and seconded by D. Lund. Motion carried with K. Lund abstaining.
Correspondence and Clerk Notes: There was nothing to discuss.
Claims and Wages: Claims totaling $25,043.65 were reviewed and approved on a motion by K. Lund and seconded by D. Lund. Motion carried unanimously. The full list of claims is available for public inspection in the Township Clerk’s office.
Adjournment: The meeting was adjourned at 8:20 pm on a motion by K. Lund and seconded by D. Lund. Motion carried unanimously.
