Brandon Township Meeting, Monday, October 16, 2017



The August monthly meeting was held on October 16, 2017, at the Brandon Community Center with Supervisor Gene Fynboh, Supervisor Dennis Lund, Treasurer Kathy Zimmerman and Clerk Mike Cleary present.  Supervisor Kerby Lund joined the meeting at 7:30 pm. With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.


Approval of Minutes: Reading of the minutes of the September 18, 2017 public hearing and regular meetings was waved and the minutes were approved on a motion by D. Lund and a second by Fynboh.  Motion carried unanimously.


Treasurer’s Report: Beginning cash and investment balance on 9/1/17 was $648,676.89. September, 2017 receipts and disbursements were $2,331.71 and $11631.24, respectively, resulting in an ending balance of $639,377.36 at 9/30/17. The treasurer's report was approved on a motion by Fynboh and a second by D. Lund.  Motion carried unanimously.


Visitors Questions and Concerns:  There was 1 visitor present.


Approval of Agenda:  The agenda was approved as presented on a motion by Fynboh and a second by D. Lund.  Motion carried unanimously.


Road and Equipment Issues:


a.     Equipment and road updates were given and discussed.  Progress has been made on the garage remodeling project.  Intersection signs have been installed on Aldrich Rd where it intersects with Cty Rd 109.  The drainage issue on Pheasant Lane has been resolved.


b.    A motion was made by D. Lund with a second by Fynboh to approve the Stowe Lake Town Line Road Maintenance Agreement with Evansville Township.  Motion carried unanimously.


c.     Jeff Stabnow was present to report that Mark Lee’s work on the Big Chip Road Area 2017 Paving Project was substantially complete and their partial payment request for $307,771.03 was correct and OK to pay.  Cleary reported his estimated assessment of $3,800 per buildable lot was still appropriate considering all of the cost of the project and that notices would be sent out to the affected property owners.  A motion was made by D. Lund and seconded by Fynboh to set the Assessment Public Hearing for 6:30 pm on November 20, 2017 at the Brandon Community Center.  Motion carried unanimously.

   New Business:

a.    There was one new building permit to review. 


b.   Discussion was held on whether the township could make a donation to the Brandon Community Fund.  Based on advice from MAT, it would not be appropriate to make a donation to this charity.


c.    A new Minnesota Statute 204B.16 requires the town board to designate its polling place for elections annually.  A motion was made by Fynboh and seconded by D. Lund to pass Resolution #10-16-17 designating the Brandon Auditorium at 105 Holmes Ave in Brandon, MN as the local polling place for 2018.  Motion carried unanimously.


Claims and Wages: Claims totaling $349,483.52 were reviewed and approved on a motion by D. Lund and seconded by K. Lund.  Motion carried unanimously. The full list of claims is available for public inspection in the Township Clerk’s office


Adjournment: The meeting was adjourned at 7:40 pm on a motion by D. Lund and seconded by Fynboh.  Motion carried unanimously.
