Brandon Township Meeting, Monday, September 18, 2017

September 18, 2017 Meeting Minutes


The September monthly meeting was held on September 18, 2017, at the Brandon Community Center with Supervisor Gene Fynboh, Supervisor Kerby Lund, Supervisor Dennis Lund, Treasurer Kathy Zimmerman and Clerk Mike Cleary present.  With a quorum present, the meeting was called to order at 7:10 pm. The pledge of allegiance was recited by all.


Approval of Minutes: Reading of the minutes of the August 21, 2017 meeting was waved and the minutes were approved on a motion by D. Lund and a second by K. Lund.  Motion carried unanimously.


Treasurer’s Report: Beginning cash and investment balance on 8/1/17 was $678,291.17.  August, 2017 receipts and disbursements were $6,236.32 and $35,851.60, respectively, resulting in an ending balance of $648,676.89 at 8/31/17. The treasurer's report was approved on a motion by K. Lund and a second by D. Lund.  Motion carried unanimously.


Visitors Questions and Concerns: 


a.    Merl King stated that certain residents on the north side of Stowe Lake were interested in starting a petition to determine interest in a paving project for Wolf Creek, Svend and Severson Roads  However, they need an estimate of the cost of the project to determine if the project would even be feasible.  After discussion, the Township engineer was instructed to prepare a cost estimate for each phase of the proposed project and to deliver it to the clerk for preparation of assessment estimates.


b.   Adrian Ledermann requested that the Township install warning signs on Aldrich Road to alert drivers to look for traffic at the intersection with Cty Rd 109.  Cleary will order signs for the supervisors to install.


Approval of Agenda:  The agenda was approved as presented on a motion by Fynboh and a second by K. Lund.  Motion carried unanimously.


Road and Equipment Issues:


a.    Work is progressing on the garage improvement project.  Cleary reported that the old township safe had been sold and would have to be transported to the buyer’s location in Garfield.


b.   K. Lund and Cleary attended the Moe Township meeting last month to discuss opening up the county ditch drainage to reduce flooding on the Pheasant Lane Brandon/Moe Town Line Rd.  Bids are being obtained and funding sources explored. 

  c.    Cleary informed the supervisors that, to the best of anyone’s knowledge, there has never been a formal agreement between Brandon and Evansville Townships for the maintenance of the Stowe Lake Town Line Road.  He distributed a draft agreement that he had prepared and that the Evansville Township would be reviewing at their next meeting.  K. Lund recommended a change in the language regarding mowing to reflect the current practice.


 Big Chip Road Area 2017 Paving Project:


a.     Jeff Stabnow was present to report that the Big Chip Road Area Paving Project was almost complete with the seal coating to take place the following day.  He will work on getting the final bill from Mark Lee in time to prepare the final assessment for the October 16, 2017 public hearing.


 New Business:


a.    There were five new building permits to review. 


Claims and Wages: Claims totaling $10,284.01 were reviewed and approved on a motion by K. Lund and seconded by D. Lund.  Motion carried unanimously. The full list of claims is available for public inspection in the Township Clerk’s office


Adjournment: The meeting was adjourned at 8:30 pm on a motion by D. Lund and seconded by Fynboh.  Motion carried unanimously.
