Brandon Township Meeting, Monday, July 17, 2017



The July monthly meeting was held on July 17, 2017, at the Brandon Community Center with Supervisor Gene Fynboh, Supervisor Kerby Lund, Supervisor Dennis Lund, Treasurer Kathy Zimmerman and Clerk Mike Cleary present.  With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance was recited by all.


Approval of Minutes: Reading of the minutes of the June 19, 2017 meeting was waved and the minutes were approved on a motion by K. Lund and a second by D. Lund.  Motion carried unanimously.


Treasurer’s Report: Beginning cash and investment balance on 6/1/17 was $303,529.46. June, 2017 receipts and disbursements were $110,251.11 and $27,735.13, respectively, resulting in an ending balance of $386,045.44 at 6/30/17. The treasurer's report was approved on a motion by K. Lund and a second by D. Lund.  Motion carried unanimously.


Visitors Questions and Concerns:  There was 1 visitor present.


Approval of Agenda:  The agenda was approved as presented on a motion by Fynboh and a second by K. Lund.  Motion carried unanimously.


Road and Equipment Issues:


a.     Equipment and road updates were given and discussed.  Chloride billing will be prepared and mailed soon.  One concern over chloride on Long Lake Rd was investigated by K. Lund.  A phone conversation was held with Bob Walsh regarding weed/brush spraying which has recently been completed.


 Big Chip Road Area 2017 Paving Project:


a.    Cleary reported that letters had been mailed to all property owners affected by the Big Chip Paving Project and that only 5 of the 13 responses received indicated that they intended to pay their assessment in full this fall.  The remaining 8 chose the 5 year payment option.


b.    Discussion was held on reshaping the ditch on the north end of the Brandon/Ida Township Line Road.  Ida Township feels that it is Brandon Townships responsibility and rather than argue the point, it was decided to proceed to correct this drainage situation at our expense.


c.     Cleary reported that the improvement bonds were scheduled for sale in July having anticipated that the paving project would have been completed by now.  Jeff Stabnow has not yet received a firm start date from Mark Lee.


 Tanglewood Road Area 2018 Paving Project:


a.    Discussion was held regarding scheduling an excavator to correct a drainage problem on this road.  Cleary will mail and publish notices of the Public Hearing scheduled for 6:30 pm on September 18, 2017. 


 New Business:


a.    There were no new building permits to review.


b.   The Wagner Conditional Use Permit was approved by the County with the condition the township road be restored to its current condition should it be damaged by the heavy cement truck traffic.


c.    Cleary reported that Otter Tail Power had inquired whether they needed Township approval to install an overhead electrical line across Aldrich Road. Permission was granted.


d.   Cleary is working with Joe Zunker, Douglas County 911 Address Coordinator, on reviewing and updating the County mileage records of township roads.  This affects the amount of State gas tax that gets allocated for township road maintenance.


e.   Cleary and Zimmerman attended the MAT Summer Short Course in Fergus Falls on Monday, June 26, 2017.  Material covered was informative and timely. 


Claims and Wages: Claims totaling $9,459.81 were reviewed and approved on a motion by Fynboh and seconded by K. Lund.  Motion carried unanimously. The full list of claims is available for public inspection in the Township Clerk’s office


Adjournment: The meeting was adjourned at 8:30 pm on a motion by Fynbon and seconded by D. Lund.  Motion carried unanimously.
