Brandon Township Monthly Meeting Minutes

April 17, 2017


The April monthly meeting was held on April 17, 2017, at the Brandon Community Center with Supervisor Gene Fynboh, Supervisor Kerby Lund, Supervisor Dennis Lund, Treasurer Kathy Zimmerman and Clerk Mike Cleary present.  With a quorum present, the meeting was called to order at 7:00 pm. The pledge of allegiance had been previously recited at the Public Hearing immediately preceding this meeting.


Opening of Sealed Paving Bids:  Sealed paving bids from five road contractors were opened by Township Engineer Jeff Stabnow.  The bids for construction costs only ranged from a low bid of $325,192 by Mark Lee to a high bid of $431.746.  After checking the bids in detail and upon recommendation of Stabnow, the low bid from Mark Lee was accepted on a motion by K Lund and seconded by G Fynbow.  Motion carried unanimously.  Engineer Stabnow will continue to provide the documentation and monitor the paving project as it proceeds.


Approval of Minutes: Reading of the minutes of the March, 2017 regular meeting was waved and the minutes approved on a motion by D Lund and seconded by K Lund.  Motion carried unanimously.


Treasurer’s Report: Beginning cash and investment balance on 3/1/17 was $348,084.25. March 2017 receipts, disbursements and interest earned were $84.59, $7,604.59 and $9.38, respectively, resulting in an ending balance of $340,573.63 at 3/31/17. The treasurer's report was approved on a motion by D Lund and seconded by K Lund.  Motion carried unanimously.


Visitors Questions and Concerns:  One visitor was present, Leroy Buse. Leroy responded to the letter sent to his son regarding grading Long Lake Road.  He noted that his son had quit the auto repair business previously operated on the farm so that traffic should be reduced somewhat.  However, the road needs some major work.  The entire length of Long Lake Road is scheduled to receive gravel this spring and an effort will be made to restore the crown. 


Agenda Approval: The agenda was approved on a motion by K Lund and seconded by D Lund.  Motion carried unanimously.


Road and Equipment Issues:


a.    The Supervisor’s Road Inspection was completed on April 11, 2017.  Cleary presented a listing of the areas to be graveled together with a map.


b.    Gravel quotes were received from Balgaard Services ($8.25 per yard) and Okerlund Graveling ($10.00 per yard).  A motion was made by D Lund and seconded by K Lund to hire Balgaard for the 2017 gravel needs. Motion carried unanimously.  Cleary will notify both companies of Board’s decision.


c.     Quotes have been received to install steel on the north side of the roof, to insulate and install steel on the inside, to improve the lighting and to add an additional floor drain to the Township Garage for approximately $40,000.  A motion was made by D Lund and seconded by G Fynboh to authorize the project with a budget cap up to $50,000.  Motion carried.


d.    Given the number of projects that the township has in process for 2017, the retro reflectivity assessment of the township road signs will be performed this winter and estimates obtained at that time for replacing outdated signs and posts.


 New Business:


a.   There were four new building permits to review.


b.   The MATA Spring Short Course held on March 31, 2017 at Arrowwood was attended by Cleary, Zimmerman, K Lund and D Lund.  All felt that the meetings provided good information relative to their respective positions and that interaction with officials from other townships was also beneficial.


Claims and Wages: Claims totaling $6,754.37 were reviewed and approved on a motion by K Lund and seconded by D Lund.  Motion carried. The full list of claims is available for public inspection in the Township Clerk’s office.


Adjournment: The meeting was adjourned at 8:30 pm on a motion by K Lund and seconded by D Lund.  Motion carried.
