Brandon Township Board of Audit Meeting Minutes

February 21, 2017

 

The 2016 Brandon Township Board of Audit meeting was held on February 21, 2017, at the Brandon Community Center with Supervisor Kerby Lund, Supervisor Dennis Lund, Treasurer Kathy Zimmerman and Clerk Mike Cleary present.  Supervisor Gene Fynboh was absent.  With a quorum present, the meeting was called to order by K Lund at 7:00 pm. The pledge of allegiance was recited.

 

Treasurer's Report: Cleary stated that the purpose of the meeting was to review the financial records of the township for 2016 and to go over the budget and set the proposed 2018 tax levy.  He noted that the Supervisors review and approve the claims submitted each month during the year.  The Supervisors also review a detailed report each month of the receipts and disbursements as well as the monthly bank statements and reconciliation.  Cleary then presented the Annual Report booklet which was reviewed and studied. On a motion by D Lund, seconded by K Lund, the report was approved as printed.  Motion carried.

 

Proposed Annual Meeting Agenda: Cleary then presented a draft of the annual meeting agenda.  After discussion, it was approved on a motion by D Lund and a second by K Lund.  Motion carried.

 

Proposed Budget and 2018 Tax Levy: After reviewing past budgets and discussing upcoming road projects, the following proposal will be presented the Annual Township Meeting on March14, 2017. General Fund increase from $30,000 to $35,000; Road and Bridge Fund increase from $130,000 to $140,000 and Fire and Responders increase from $25,500 to $28,000.  The levy amounts were approved on a motion by K Lund and a second by D Lund.  Motion carried.

 

Adjournment: On a motion by K Lund, seconded by D Lund, the board of audit meeting was adjourned at 7:20 pm.  Motion carried.

 

 Brandon Township Monthly Meeting Minutes

February 21, 2017

 

The February monthly meeting was held on February 21, 2017, at the Brandon Community Center with Supervisor Kerby Lund, Supervisor Dennis Lund, Treasurer Kathy Zimmerman and Clerk Mike Cleary present.  Supervisor Gene Fynboh was absent.  With a quorum present, the meeting was called to order by K Lund at 7:20 pm. The pledge of allegiance had previously was recited at the preceding meeting.

 

Clerks Report: Reading of the minutes of the January 17,2017  meeting was waved and the minutes approved on a motion by D Lund and seconded by K Lund.  Motion carried.

 

Treasurer’s Report: Beginning cash and investment balance on 1/1/17 was $331,321.19. January 2017 receipts, disbursements and interest earned were $3,860.67, $5000.02 and $9.39, respectively, resulting in an ending balance of $330,191.23 at 1/31/17. The treasurer's report was approved on a motion by D Lund and seconded by K Lund.  Motion carried.

 

An analysis of the 2017 Township Road Account Distribution received in early February, 2017 was presented and discussed.  It was not that the Brandon Township share of the County distribution remained at 5.06% of the total which was a slight decrease for the first time in recent history.

 

Agenda Approval: The agenda was approved on a motion by D Lund and seconded by K Lund.  Motion carried.

 

Old Business- Ongoing Business:

 

a.     K Lund gave a verbal update on the status of the township roads.  It was noted that due to favorable weather, very little road maintenance was required.

 

b.    Jeff Stabnow was present to present an update on the estimated cost of paving Big Chip Road.  His current estimate after including the short roads or the north and south ends of the project was $441,435 or approximately $4,500 per full parcel in the project area.  A motion was made by D Lund and seconded by K Lund directing engineer Jeff Stabnow to proceed with soliciting bids for summer 2017 construction with bids to be opened at the April 17, 2017 meeting.  Motion carried.  Cleary will negotiate further with engineer on capping his engineering fee for this project.

 

New Business:

 

a.    There were no new building permits to review nor any planning advisory commission reports affecting Brandon Township. 

 

b.   The group term life renew was discussed and decided to leave at the current level.

 

c.    Cleary reported that the Annual Weed Inspection Report had been filed with the County

 

 

 

 

Correspondence and Clerk Notes:

         

a.     Cleary gave a verbal report on attendance by Zimmerman, Fynboh and himself at the annual meeting of the AAEDC on 2/6/17.  A tour was given at the Full Circle distribution center in Garfield prior to the dinner and presentations.  Full Circle distributes a proprietary line of sheetrock sanding products used by the building trades.

 

b.    A letter was received from Someplace Safe soliciting a contribution.  Decision was to present it to the public for comment at the annual meeting.

 

 

 

Claims and Wages: Claims totaling $2,311.68 and snow plowing wages of $242.41 were reviewed and approved on a motion by K Lund and seconded by D Lund.  Motion carried. The full list of claims is available for public inspection in the Township Clerk’s office.

 

Adjournment: The meeting was adjourned at 8:30 pm on a motion by K Lund and seconded by D Lund.  Motion carried.
