Brandon Township Monthly Meeting Minutes

August 15, 2016

 

The August monthly meeting was held on August 15, 2016, at the Brandon Community Center with Supervisors Gene Fynboh and Kerby Lund and Treasurer Mike Cleary present.   Supervisor Gaylin Croonquist and Clerk Adrian Ledermann were absent. The meeting was called to order by Fynboh 7:00 p.m. The pledge of allegiance was recited.

 

Clerks Report: Reading of the minutes of the July 18th meeting was waved and the minutes approved on a motion by Lund and seconded by Fynboh.

 

Treasurer’s Report: Beginning cash balance on 7/1/2016 was $24,890.50. Receipts were $3,020.32 and disbursements were $8,632.47, leaving a balance of $19,278.35 at 7/31/16.  Investments reported included Tar & Road Fund received $12.65 in interest to now total $363,574.18 which includes two CDs. The treasurer's report was approved on a motion by Fynboh and seconded by Lund.

 

Public Comment: Six visitors were present to address various concerns on the agenda.

 

Agenda Approval: The agenda was adjusted to take the items of concern by the visitors first and then approved on a motion by Lund and seconded by Fynboh.

 

Old Business- Ongoing Business:

 

a.    Halverson Road issues.  Representatives of Glen’s Towing were present to discuss road grading complaints by a neighbor at the previous meeting.  Due to heavy truck traffic, the business has been and will continue to grade the portion of the road between the business and Cty Rd 82.  Care will be taken to keep gravel out of the neighbor’s ditch but road will continue to get compacted from trucks and push out on the sides.

 

b.    Bob Walsh was present to report that the spraying of road ditches has been completed.  Stated that the cost should be in the $3,500 range on an ongoing basis.  Agreed that more frequent mowing of the ditches would help control weeds.

 

c.     Moon Lake Road trees have not been moved by Bob Wagner.  Clerk will notify Bob that he has until the next Township meeting to complete the move or Klimek Tree Service will cut them down.

 

d.    Sara Road paving project.  Paying and graveling are complete.  Seal coat is scheduled for 9/1/16.  Supervisors reviewed the cost allocation by parcel and set the date for the Public Hearing for 6:30pm on 9/19/16.  Decision was made not to allow partial payments of assessment.  Options are to pay 100% up front or be assessed at 3% interest over 5 years.  The draft assessment letter was reviewed and approved on a motion by Lund with a second by Fynboh.

 

e.    Big Chip Road paving project. Cleary presented a map of the area to be paved and discussed the cost estimate prepared by Jeff Stabnow.  It was decided to extend the paying at the north end of the project some 400 feet to the East to the township line and to include all parcels not having other access to a tar road at a full share assessment.  The cost to pave Hedeen Road will be shared 50/50 by the residents and township whereas the remaining roads in the project will be shared 80/20. 

 

f.      Big Chip and Hedeen ditches.  John Gilson presented a bid from Ferguson Bros for correcting the drainage on Big Chip Rd which was approved on a motion by Fynboh and seconded by Lund subject to receiving the bid direct from Ferguson with additional assurances regarding seeding/landscaping and removal of excess materials. Bitzan Backhoe will be contacted regarding replacing the culvert on Hedeen road.

 

New Business:

 

a.   There were no new building permits to review.  The Township Aid notice for 2017 was explained as was the MATA workers compensation dividend check.

 

Claims and Wages: Claims totaling $89,455.90 and mowing wages of $196.24 were reviewed and approved on a motion by Fynboh and seconded by Lund.  The full list of claims is available for public inspection in the Township Clerk’s office.

 

Adjournment: The meeting was adjourned at 9:00 pm on a motion by Fynboh and seconded by Lund.
