Brandon Township Monthly Meeting Minutes
December 19, 2016
The December monthly meeting was held on December 19, 2016, at the Brandon Community Center with Gene Fynboh, Mike Cleary, Gaylin Croonquist, Kerby Lund and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.
Clerks Report: The minutes of the November 21st, meeting were addressed. The reading of the minutes was waved and the minutes approved on a motion by Croonquist, seconded by Lund, and carried.
Treasurer’s Report: Beginning cash balance on 11/1/2015 was $17,306.61. Receipts were $27,894.02. Disbursements were $29,153.49 leaving a balance of $16,047.14. Investments reported included Tar & Road Fund received $5.63 in interest to now total $248,604.77 which includes two CDs. The treasurer's report was then approved on a motion by Lund, seconded by Croonquist, and approved.
Public Comment: Three visitors were present including township engineer, J. K. Stabnow, newly elected town supervisor, Dennis Lund, and treasurer candidate, Kathy Zimmerman who was introduced to the board.
Agenda Approval: The agenda was approved on a motion by Croonquist, seconded by Lund and carried.
Old Business- Ongoing Business:
a. Road Report: Croonquist reported grading several trouble spots. Lund reported snowplowing and having snowplow truck problems. Ledermann reported a request for yield signs on the Utopia-Aldrich road crossing.
b. Big Chip Road extension feasibility study additions: Ledermann reported a request for paving on the north end of Big Chip road. After discussion, that end is considered part of the Brandon Township road system. The board then requested that Engineer Stabnow add this section for paving estimates and update the feasibility study figures. Stabnow also provided info on the cost of engineering for other townships.
c. 2017 special assessments: Ledermann shared info from Douglas County on the certification of the special assessments for Big Chip area chloride and Sara road paving.
a. Two building permits were reviewed.
b. Raffle permit: On a motion by Croonquist, seconded by Fynboh, acceptance was given for the annual turkey raffle at Long Lake Lodge.
c. Treasurer interview. The board interviewed Kathy Zimmerman. After shared info, on a motion by Fynboh, seconded by Croonquist, and carried, Kathy Zimmerman was appointed to the position of Brandon Township Treasurer. Cleary, Ledermann, and Zimmerman will get together to share info on the transition.
d. Oath of Office. Supervisors Gene Fynboh, Kerby Lund, and Dennis Lund and appointed clerk, Mike Cleary, and appointed treasurer Kathy Zimmerman then took the Oath of Office as administered by clerk Adrian Ledermann. Clerk Ledermann will forward the new slate of officers to MAT.
e. Board of Appeal update: Ledermann will submit Fynboh as the trained member.
f. Resolutions authorizing contracts with interested officers: On a motion by Fynboh, seconded by Croonquist, and carried, Resolution 12-19-2016 A hiring Kerby Lund was adopted. On a motion by Kerby Lund, seconded by Croonquist, and carried, Resolution 12-19-2016 B hiring Dennis Lund was adopted. On a motion by Croonquist, seconded by Fynboh, and carried, Resolution 12-19-2016 C hiring Gene Fynboh was adopted. On a motion by Kerby Lund, seconded by Fynboh, and carried, Resolution 12-19-20156 D hiring Mike Cleary was adopted. (copies of these resolutions are attached to the minutes.)
g Kerby Lund reported the need for a sub for snowplowing and recommended Zach Hintermeister for the job. On a motion by Croonquist, seconded by Fynboh and carried, Zach Hintermeister will be a sub for snowplowing this winter.
h. Treasurer Cleary reported on extra funds in the checking account. On a motion by Lund, seconded by Croonquist, and carried. The treasurer was authorized to move $60,000 to the money market account.
Claims and Wages: Claims included Peterson Lawn Service-$125.00 for Edgefield mowing; The Record-$11.20 for public notices; Glenn's Towing-$526.23 for truck repair; MATIT-$1,002.00 for workers comp insurance; West Central Petroleum-$934.50 for diesel fuel; OtterTail Power-$42.11 for shop electricity; Douglas County Public Works-$446.22 for salt/sand; Okerlund Graveling-$1,020.00 for gravel; City of Brandon-$60.50 for water/sewer; AdrianLedermann-$354.00 for office rent and mileage; Michael Cleary-$331.66 for supplies and mileage; Millerville Coop Creamery-$24.00 for grader repair; Kerby Lund-$27.00 for mileage, PERA-$107.62 for 4th Qt.; and IRS-$931.02 for 4th Qt. All claims, road maintenance wages, and quarterly payrolls totaling $4,166.25 were reviewed and approved on a motion by Kerby Lund, seconded by Croonquist, and carried with aye votes from Croonquist, Lund and Fynboh.
Adjournment: The meeting was adjourned at 8:20 pm on a motion by Croonquist, seconded by Lund and carried.,
