Brandon Township Monthly Meeting Minutes
October 17, 2016
The October monthly meeting was held on October 17, 2016, at the Brandon Community Center with Gene Fynboh, Mike Cleary, Gaylin Croonquist, Kerby Lund and Adrian Ledermann present. The meeting was called to order by Fynboh 7:00 p.m. The pledge of allegiance was recited.
Clerks Report: The minutes of the September 19th, meeting were addressed. The reading of the minutes was waved and the minutes approved on a motion by Croonquist, seconded by Fynboh, and carried.
Treasurer’s Report: Beginning cash balance on 9/1/2015 was $12,449.02. Receipts were $53,486.14 ($35,000.00 was transferred from Money Market.) Disbursements were $42,210.20 leaving a balance of $23,724.96. Investments reported included Tar & Road Fund received $7.57 in interest to now total $248,593.33 which includes two CDs. The treasurer's report was then approved on a motion by Fnyboh, seconded by Croonquist, and approved.
Public Comment: Engineer Stabnow, candidates Keith Englund and Dennis I. Lund were present.
Agenda Approval: The agenda was approved on a motion by Fynboh, seconded by Croonquist and carried.
Old Business- Ongoing Business:
a. Road Report: Croonqust reported that two signs have been fixed, two loads of gravel were ordered and placed, and the work on Big Chip road is now completed, thanks to the help of John Gilson. The road edge on Sara Rd has been fixed.
b. Engineer Stabnow was instructed to include the two ends of Big Chip road in the feasibility study for blacktopping.
c. Big Chip Road extension resolution: Clerk brought information that the County recorder's office has records of the south extension of Big Chip road abutting lots 1-4 or the Julian addition, but Douglas County Public Works has no record of that being taken over as a Brandon Township Road. A preliminary resolution ordering the extension as a Brandon Township road was introduced. Clerk will notify the concerned land owners about a hearing at the November monthly meeting.
d. Edited Sara Road assessment resolution was viewed and signed.
e. Cloride report: All residents requesting chloride in 2016 have paid
a. Two building permits were reviewed.
b. New Township checks with accompanied envelopes were ordered and received.
c. Cleary reported having attended that sign management training session. The board will reassess the need for reflectivity signs and #3 sign posts in the spring of 2017.
d. The Teresa Thoennes appplication for a variance to set up a one person saloon at 10545 Co. Rd 58 in Brandon Township was reviewed and found acceptable.
e. Clerk Adrian Ledermann officially announced plans to retire at the end of 2016. A news release about Supervisor Gaylin Croonquist retiring and not filing for re-election and Clerk Ledermann retiring will be sent to The Record.
f. Clerk notes included: notes from County Election officer Vicki Doehling; BIAD lunch to be held at Arrowwood on October 25th and articles from Township Insider.
Claims and Wages: Claims included AAED-$1,425.00 for contribution; Peterson Lawn Service-$250.00 for Edgefield mowing; The Record-$18.35 for public notices; Victor Lundeen Co-$365.73 for checks and envelopes; City of Brandon-$60.05 for water/sewer; Otter Tail Power-$25.07 for shop electricity; Bitzan Backhoe Service-$2,210.00 for road repair; Kerby Lund-$225.00 for tractor rental; Klimek's Tree Service- $2,025.00 for tree removal and wages totaling $825.00 were reviewed and approved on a motion by Lund, seconded by Croonquist, and carried with aye votes from Croonquist, Lund and Fynboh.
Adjournment: The meeting was adjourned at 8:20 pm on a motion by Croonquist, seconded by Lund and carried.,
