Brandon Township Monthly Meeting Minutes

April 18, 2016

 

The April monthly meeting was held on April 18, 2016, at the Brandon Community Center with Gene Fynboh, Mike Cleary, Gaylin Croonquist, Kerby Lund and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.

 

Clerks Report: The minutes of the March 21st, meeting and the April 12th Board of Appeal meeting were addressed. The reading of the minutes were waved and approved on a motion by Fynboh seconded by Lund, and carried.

 

Treasurer’s Report: Beginning cash balance on 3/1/2015 was $34,823.74. Receipts were $.28 interest. Disbursements were $6,918.01, leaving a balance of $27,906.01. Investments reported included Tar & Road Fund received $10.57 in interest to now total $328,127.52 which includes three CDs. The treasurer's report was then approved on a motion by Croonquist, seconded by Lund, and approved.

 

Public Comment: Seven visitors were present, including 3 representatives from paving contractors and one contractor from weed spraying services..

 

Agenda Approval: The agenda was modified so that the paving bids were reveiwed first then the need for spraying was discussed. The revised agenda was approved on a motion by Croonquist, seconded by Lund, and carried.

 

Special Business:

a. Sara Rd Paving project: Sealed paving bids from Central Specialties- Alexandria; Mark Lee Asphalt-Alexandria; Mark Sand & Gravel-Fergus Falls; and Riley Bros-Morris/Glenwood, were opened by clerk Ledermann and read and certified by Township Engineer J. K.Stabnow. Upon recommendation of Stabnow, on a motion by Lund, seconded by Croonquist, and carried, the bid from Central Specialties of $87,137.50 for construction costs only, was accepted with aye votes from Lund, Croonquist, and Fynboh. Engineer Stabnow will continue to provide the documentation and monitor the paving project as it proceeds.

b. Road Ditch spraying: Bob Walsh was present to offer spraying for right of way and ditch weed/tree control. After discussion, a Brandon Township map was provided and directed Walsh to assess township needs and bring an estimate to the May 16th meeting.

 

Old Business:

a. Report from MAT Workshop: Ledermann, Fynboh, Croonquist and Lund attended. Good information shared.

b. Report from Douglas County Road meeting: Ledermann attended, reported on county projects in Brandon Township including 109 and 82 in 2016.

c. Road Report: Road review completed on April 12th. Gravel locations were listed. Road retreiver work has begun. Tree removal needed along some roads. Cleary will contact Klimek's to assess and do where needed. eg. E. Whiskey Lake Dr. Clerk will again write to Moon Lake owners regarding pine trees planted on right of way.

d. Mail box replacement on Chippewa Hts. Croonquist and Ledermann installed.

 

New Business:

a. one building permit was reviewed.

b. Gravel quotes: Two quotes were received: Okerlund at $8.50 per yard; and Balgaard at $8.10 per yard. On a motion by Lund, seconded by Croonquist and carried, both quotes were accepted with Okerlund to do East of Co. 7 and Co. 16 and Balgaard to do west of Co 7 and Co.16 locations. Clerk will send maps and location listings to both gravel providers.

c. Edgefield cemetery mowing. On a motion by Lund, seconded by Croonquist and carried, Peterson Lawn Service will again be hired to mow the cemetery.

d. Election Judges: On a motion by Croonquist, seconded by Lund, Dona Montalvo was hired as head judge for 2016 elections. Other judges will be recruited for trainingon June 27 and June 28. Fynboh mentioned that some townships and cities are going to mail ballots only.

e. Clerk Notes: Conditional use permit for cell tower on Arndt property was reviewed.

 

Claims and Wages: Claims included: PERA-$19.25 for 1st Qt additional; Douglas County Aud/Treas-$184.92 for ditch benefits; Hilltop Lumber-$82.50 for mailbox post; Adrian Ledermann-$198.03 for office supply and tax reimburse; Douglas County Food Shelf-$2,000.00 for donation; The Record-$43.31 for public notices; Div of Alamo Sales-$6,885.52 for gravel retriever; Pro Ag Farmers Co-op-$648.90 for bulk oil; AAEDC-$1,425.00 for donation; Otter Tail Pwer-$29.32 for electricity; City of Brandon-$60.05 for water/sewer; J.K.Stabnow-$2,945.00 for engineering; Kerby Lund-$275.00 for tractor rental; plus $1,825.00 for grading hours. Claims and wages were approved on a motion by Lund, seconded by Croondquist and carried with aye votes from Croonquist, Fynboh, and Lund.

 

Adjournment: The meeting was adjourned at 8:40 pm on a motion by Lund, seconded by Croonquist and carried.
