Brandon Township Monthly Meeting Minutes
March 21, 2016
The March monthly meeting was held on March 23, 2016, at the Brandon Community Center with Gene Fynboh, Mike Cleary, Gaylin Croonquist, Kerby Lund and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.
Clerks Report: The minutes of the February 16, meeting were addressed. The reading of the minutes were waved and approved on a motion by Lund seconded by Croonquist, and carried. The minutes of the Board of Audit meeting from February 16, were then addressed. The reading of the minutes were waved and then apprroved on a motion by Lund, seconded by Croonquist and carried.
Treasurer’s Report: Beginning balance on 2/1/2015 was $16,327.13. Receipts were $20,493.08 from the County town road distribution.. Disbursements were $1,996.47, leaving a balance of $34,823.74. Investments reported included Tar & Road Fund received $9.88 in interest to now total $328,116.95 which includes three CDs. The treasurer's report was then approved on a motion by Croonquist, seconded by Lund, and approved.
Public Comment: Two visitors were present.
Agenda Approval: The agenda was approved on a motion by Fynboh, seconded by Croonquist, and carried.
a. Report from Brandon Township annual meeting. 13 people were in attendance. The proposed levy was approved. The motions supporting a donation to the Douglas County Food Shelf and the AAEDC were reviewed. On a motion by Fynboh, seconded by Croonquist and carried, $2,000.00 was approved as a donation for the Food Shelf construction. On a motion by Croonquist, seconded by Lund and carried, $2,850.00 was approved as a donation for the AAEDC.
b. Report from Douglas County Annual Township Meeting. Croonquist and Ledermann attended. Good information about Road plans, Douglas County Hospital possible change in ownership; ATV club being formed called, ROAR; County Sheriff activities and County Assessor activities. Commissioners Johnson and Bales will retire this year, and are looking for candidates among the township people.
c. Road report: Some grading being done. Further discussion about rock removal on several roads. Croonquist will check on using county scarifer for use on Wolf Creek road. Lund will explore use of his equipment for digging rocks on Burlington Road. Gravel quote requests have been published.
d. Road Edge Retriever: Retriever has been ordered from Tiger Corporation in Sioux Falls, SD. On a motion by Croonquist, seconded by Lund and carried, an agreement with Evansville Township was approved. Lund will take to Evansville for their approval.
a. One building permit was reviewed.
b. Douglas County resolution on”Bee-Safe” policies was reviewed.
c. Board of Appeal Date is April 12, 1 pm at the Brandon Community Center.
d. Brandon Township Road Review date was set for April 12, 8 am.
e. Mail box replacements: Cleary will check with Hilltop Lumber for post to replace those disabled by snow plowing. Brandon Township will replace broken posts with “swing away” post, and the resident will need to take care of the mail box.
f. Payroll review was tabled until the June meeting when county info shared.
g. Clerk notes included info on Frederickson Excel settlelments; Hilltop culvert prices; Online training for Board of Appeal; Community Center contract with Brandon City; Ziebler Cat info and Stabnow liability insurance certificate.
Claims and Wages: Claims included: Kris Ekngineering-$454.22 for plow repair; Evansville Machine Shop-$1,017.23 for welding on plow; Douglas County Public Works-$280.00 for salt/sand; MAT short course registration-$200.00; City of Brandon-$60.05 for water/sewer; Luckys Propane-$285.42 for shop heat; Otter Tail Power-$48.37 for shop electricity; Glens's Towing &: Repair-$220.72 for truck repair; Adrian Ledermann-$38.50 for office supplies and mileage; Gaylin Croonquist-$21.60 for mileage; Kerby Lund-$103.68 for mileage; Minnesota Revenue-$100.00 for 1st Qt. withholding; IRS-$259.88 and $107.10 for 1st Qt. taxes; PERA-$ 167.25 for 1st Qt.; Minnesota Benefit-$805.00 for employee insurance and $3,210.00 for wages and salaries.
Claims and wages were approved on a motion by Croonquist, seconded by Lund and carried with aye votes from Croonquist, Fynboh, and Lund.
Adjournment: The meeting was adjourned at 7:50 pm on a motion by Lund, seconded by Croonquist and carried.

Brandon Township Board of Appeal Meeting April 12, 2016, 1 p.m. Minutes
Brandon Township held its annual Board of Review and Appeal meeting on Tuesday, April 12, 2016 pm at the Brandon Community Center.
The meeting was called to order by Gene Fynboh at 1 pm. Also present were Kerby Lund, Gaylin Croonquist, and Adrian Ledermann from Brandon Township; also present were Bruce Wittemore and Matt Kikkanen from the Douglas County Assessor's Office.
No appointments had been made and no residents were present. The board reviewed real estate sales in the township and in the county as well as general assessment figures. The meeting was adjourned at 1:40 pm on a motion by Lund, seconded by Croonquist, and carried.
