Brandon Township – Meeting  Minutes –   Feb. 20, 2007The regular monthly meeting of the Brandon Township Board was held Tuesday, February 20, 2007 in the Brandon Community Center with Paul Lauthen, Diane Smith,   Don Buse, and Adrian Ledermann present.The meeting was called to order by Paul Lauthen..   Clerks Report: The Minutes of the  Jan. 16, 2006 meeting were addressed  The minutes stood approved as read with motion by Lauthen, seconded by Buse and carried.Treasurers Report: Beginning Balance 01/01/2007 was $23,685.85.   Interest from Revenue on account at Bremer was Bank was $11.13.  Other income was $ 57.00.  Orders issued totaling $1999.73  for a total ending balance of $21,754.25.   Investments reported included Tar & Road fund received     $266.22 in interest to total $ 63,738.42; 12 month CD renewed for one year with $ 0 interest added to total $ 51,750  and 18 month CD received $ 0  in interest to total $ 154,489.84  Motion made by Buse, seconded by Lauthen to approve report.   Carried. Public Comment.  Tim Felch was present to present appeal for reconsideration from Brandon Township Board regarding  Swen Lane turnaround.  Board will have supervisor at next planning meeting to ok turnaround as designed.George Bedore was present to again speak for the petition to remove Sara Rd area from phase 2 Central Sewer District planning.   Board took up his request as advisement, decided no further action at this time.Old Business:  Grader blade now at Lauthens, final bill settled.   New Business:A.  Lauthen received notice of vacation proceeding of Bear Creek Trails Estates owned by Mitri Canavati.   Lauthen signed notice of receiving documents.  Adrian will forward.B. Lauthen received notice of fire protection survey that was completed on Oct. 9, 2006 C. Lauthen received notice of extension request from Tom Hirtz.  Lauthen has talked with Mayor Johnson of Brandon.   No action taken as board not planning to sign extension. D.  Township annual meeting will be on March 21 to begin with noxious weed meeting at 8:30 to 10:30 and association of townships meeting from 10:30 to 2:30 .E.  Town board will drive roads to inspect for needs on April 10, 8:30 a.m. followed by Assessor Board of Review at 1 p.m. at the Brandon Community Center. F.  Spring short course will be in Alexandria on March 29. G.  Township election judges  appointed:  Gaylin Croonquist and Don Buse will judge, Marcia Bolin will be sub.  moved by Buse, Sec. by Lauthen, carried.H.  Budget Proposals for 2008 were presented.  General Fund - $20,000, Road and Bridge - $40,000, Fire and Responders - $16,946.  Moved by Buse, seconded by Lauthen, carried.G.  Ledermann presented proposal to move town elections to first Tuesday after the first Monday of November.  State mandate that town elections now must use Automark and standard ballots will cost about $300.   Buse mentioned debate from State Capitol meeting that will delay mandate until 2009 and possibly longer.   Board decided not to move resolution at this time, but to present it at annual town meeting and at annual Douglas County Township Associations meeting.I.  Park Dedication fee report by Al Lieffort reviewed.J.  Census 2010 prep info discussed, Adrian will update info on township officers and forward.H.  Board of Audit meeting set for March 5, 2007, 7 p.m. at the community center. Claims: Claims were presented and viewed by the board.  Adrian Ledermann for office supplies and equipment - $188.27; Lakes Area Regional Planning agency for membership - $63.80.  Douglas County for sign supplies - $82.65, Ostlunds Hardware for misc. parts - $61.11, Ottertail Power for shop electricity - $136.27, and Louie Torgrimson for blader haul rental - $75.00.  Claims and wages were ordered paid on motion by Lauthen, seconded by  Buse, and carried. Meeting adjourned at 9:30 p.m. , motion by Buse,  seconded by   Lauthen,, carried. Adrian Ledermann, Clerk
