Brandon Township Monthly Meeting Minutes

January 19, 2016

 

The January monthly meeting was held on January 19, 2016, at the Brandon Community Center with Gene Fynboh, Mike Cleary, Gaylin Croonquist, Kerby Lund and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.

 

Clerks Report: The minutes of the December 21st meeting were addressed. The reading of the minutes were waved and approved on a motion by Lund seconded by Croonquist, and carried.

 

Treasurer’s Report: Beginning balance on 12/1/2015 was $10,154.67. Receipts were $79,061.53. Disbursements were $72,947.33, leaving a balance of $16,268.87. Investments reported included Tar & Road Fund received $5.86 in interest and $40.000.00 moved from checking to money market, to now total $328,096.50 which includes three CDs. The treasurer's report was then approved on a motion by Lund, seconded by Croonquist, and approved. The treasurer will complete the indebtedness report to Douglas County. The treasurer provided a rough draft of the annual report and info as the where the tax money comes from.

 

Public Comment: No visitors were present

 

Agenda Approval: The agenda was approved on a motion by Fynboh, seconded by Lund, and carried.

 

Old Business:

a. Road report: Some snowplowing has been done as needed. Roads were reported in good shape. Lund reported that a used plow truck will be available from Douglas County next year with Brandon Township on their list as a potential buyer.

b. Treasurer Cleary has completed the 2015 MATIT Workers comp audit report.

 

New Business

a. One building permit was reviewed.

b. Resolution 01-19-2016A moving $13,912.86 from the surplus sewer fund to the general fund was approved on a motion by Croonquist, seconded by Lund and approved with aye votes from Croonquist, Lund and Fynboh.

c. Resolutions 01-19-2016 B, C, and D authorizing contracts with interested officers were passed on a motion by Fynboh, seconded by Lund and passed.

d. A joint purchase with Evansville Township of a tractor mounted retriever for road edges was discussed with the board in agreement of moving ahead for more information before a decision is made. Lund will do further research.

e. The Brandon Township Board of Audit Meeting was set for Feb 16, 7 pm at the Brandon Community Center on a motion by Lund, seconded by Croonquist and carried.

f. Chloride request: Brandon Township will request 16,000 gallons from Douglas County.

g. The Lake Christina Turkey Growers Raffle permit was approved on a motion by Croonquist, seconded by Fynboh and carried.

h. Clerk Ledermann will complete the 2015 weed report for Douglas County indicating that 4 inspections were made, and one letter was sent.

i. Clerk notes included a letter from County Assessor Albertsen regarding Ag chemical containment facilities with new tax rates; and a letter from Douglas County Township secretary McNeil providing spring meeting dates.

 

Claims and Wages: Claims included: City of Brandon-$60.05 for water/sewer; Ottertail Power-$44.17 for shop electricity; Douglas County Aud/treas-$146.27 for TNT notices; DVS Renewal-$16.00 for truck license; Glenn's Towing & repair-$284.20 for truck repair; Adrian Ledermann-$347.48 for telephone and office expense; Millerville Coop Creamer-$178.55 for truck repair; West Central Petroleum-$1,092.98 for diesel Lucky Propane-$200.34 for propane; Douglas County Township Assc-$672.00 for dues; and $125 for snow plow wages. Claims and wages were approved on a motion by Fynboh, seconded by Croonquist, and carried with aye votes from Croonquist, Lund, and Fynboh.

 

Adjournment: The meeting was adjourned at 8:15 pm on a motion by Lund, seconded by Croonquist and carried.

RESOLUTION # 01-19-2016 A

 

AUTHORIZING TRANSFER OF FUNDS FROM SPECIAL SEWER ASSESSMENT

TO BRANDON TOWNSHIP GENERAL FUND

 

WHEREAS, Brandon Township has received excess funds from the special sewer tax in the amount of $13,912.86, and the bond and all costs have been paid.

 

NOW THEREFORE, Be it resolved that the Brandon Township Board of Supervisors upon an unanimous vote transfer the excess funds totally $13,912.86 to the Brandon Township general fund.

RESOLUTION # 01-19-2016 B

 

AUTHORIZING CONTRACT WITH INTERESTED OFFICER

 

WHEREAS, Town Board of Brandon Township, Douglas County, Minnesota is seeking the performance or acquisition of the following service or goods;

* Various maintenance jobs * Mowing and Snow Plowing

WHEREAS, Kerby Lund is a supervisor of said Township and will be financially interested in the contract for the following described reason:

* He is directly providing the service as an employee of the Township.

NOW, THEREFORE, BE IT RESOLVED that the Town Board, upon a unanimous vote of the supervisors with the interested officer abstaining, finds that the contract price of $15.00 for maintenance and $25.00 for Mowing and Snowplowing, is as low as, or lower than, the price at which the services or goods could be obtained elsewhere at this time; and

BE IT FURTHER RESOLVED, that the Town Board, pursuant to MN Stat. P. 365.37; 471.88, subd. 5; and 471.89, does hereby authorize a contract with Paul Lauthen for a price of $15.00 or $25.00; payment to occur on the contract as agreed and upon the filing of a proper affidavit by the interest officer.

WHEREAS, Gaylin Croonquist is a supervisor of said Township and will be financially interested in the contract for the following described reason:

* He is directly providing the service as an employee of the Township.

NOW, THEREFORE, BE IT RESOLVED that the Town Board, upon a unanimous vote of the supervisors with the interested officer abstaining, finds that the contract price of $15.00 for maintenance jobs and $25.00 for Grading and Snowplowing is as low as, or lower than, the price at which the services or goods could be obtained elsewhere at this time; and

 

BE IT FURTHER RESOLVED, that the Town Board, pursuant to MN Stat. P. 365.37; 471.88, subd. 5; and 471.89, does hereby authorize a contract with Gaylin Croonquist for a price of $15.00 or $25.00; payment to occur on the contract as agreed and upon the filing of a proper affidavit by the interest officer.
