Brandon Township Monthly Meeting Minutes
December 21, 2015
The December monthly meeting was held on December 21, 2015 at the Brandon Community Center with Gene Fynboh, Mike Cleary, Gaylin Croonquist, Kerby Lund and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.
Clerks Report: The minutes of the November 16th meeting were addressed. The reading of the minutes were waved and approved on a motion by Lund seconded by Croonquist, and carried.
Treasurer’s Report: Beginning balance on 11/1/2015 was $9,570.09. Receipts were $2,545.66. Disbursements were $1,961.08, leaving a balance of $10,154.67. Investments reported included Tar & Road Fund received $3.39 in interest, to now total $287,815.64 which includes three CDs. The treasurer's report was then approved and the treasurer was authorized to transfer up to $40,000 to the money market account on a motion by Croonquist, seconded by Fynboh, and approved.
Public Comment: One visitor, engineer, Jeff Stabnow was present. A letter from resident Brad McAlister was read regarding Wolf Creek Rd needs..
Agenda Approval: The agenda was approved on a motion by Croonquist seconded by Lund, and carried.
a. Road report: Road ditch mowing has been completed; grass has been seeded on Tanglewood. Snow plowing and sanding have been done after snow falls. Several truck problems were encountered leading to some delays. Discussion on the age and condition of the truck led supervisors to be attentive to replacement possibilities. Tree removal by resident on farm land and E. Whiskey Road right of way has been completed with permission of the town board. On a motion by Croonquist, seconded by Lund, and carried, the board will hire Ben Bitzan to sub when needed for snow removal during this season.
b. Approach Policy; The new approach policy was approved on a motion by Lund, seconded by Croonquist and carried. cf. Attached policy.
c. Donation to Douglas County Food Shelf: This will be placed on the agenda of the annual meeting in March.
d. Property on Moon Lake Road needs letter regarding boat hitch on the right of way interfering with snow plow wing. Clerk will send note
e. Wolf Creed Road needs: Board has authorized our engineer to inspect road in spring and make recommendations. Protruding rocks may need to be removed and soft spots dug out. Gravel spread with base 1 application is being considered. Alternate plans are to spread chloride on the road this summer. Future paving consideration will be given if residents submit a petition.
a. No building permits were received.
b. MATIT Worker's Comp report was reviewed; treasurer will complete Brandon Township audit.
c. Fishing pier on Moon Lake was discussed. Cleary informed the board that Douglas County will plan with DNR and local Fin and Feather club. No township involvement needed.
d. Clerk has completed and submitted the annual census survey with no changes to township boundaries reported.
e. Clerk notes included Ziegler Cat info; LTAP pavement maintenance workshop in Alexandria on Feb. 24; Wetland conference in St. Cloud on Feb. 9; New Township Insider magazine has been received.
Claims and Wages: Claims included: Ziegler Cat-$340.83 for grader repair; Thomson Heating-$168.02 for shop heater repair; City of Brandon-$59.55 for water/sewer; City of Brandon-$24,214.42 for fire protection; Etc. Signs and Apparel-$58.70 for road sign; AAED-$1,375.00 for contribution; MATIT-$1,141.00 for workers comp insurance; Ottertail Power-$24.35 for shop electricity; Peterson Lawn Service-$625.00 for Edgefield Cemetery mowing; Kerby Lund-$250.00 for tractor and ski loader rental; Kerby Lund-$18.98 for mileage; Michael Cleary-$119.98 for office/carbon cloud protection; IRS-$801.68 for 4th Qt; Minnesota Revenue-$100.00 for 4th Qt.; PERA-$199.50 for 4th Qt.; and $3,444.82 for quarterly and snowplowing wages. Claims and wages were approved on a motion by Lund, seconded by Croonquist, and carried with aye votes from Croonquist, Lund, and Fynboh.
Adjournment: The meeting was adjourned at 8:40 pm on a motion by Lund, seconded by Croonquist and carried.

Brandon Township Approach Policy-2015
Proposed approaches/driveways to Brandon Township Roads need to have the permission of Brandon Township to access the township road through the road right of way. Only one approach will be permitted per residence. Brandon Township will determine if a culvert is necessary and if so, it must be a galvanized ribbed culvert, furnished by the property owner. In addition, all other materials, fill, surfacing, topsoil seed, etc and their placement are the responsibility of the land owner. Approaches when constructed by owner or by contractor are to meet MNDOT recommended standard for approaches and entrances. (copies of standards with designs are available from Brandon Township or MNDOT.)

I, We, the undersigned, herewith make application for permission to construct the driveway at the above location. Said driveway to be constructed will conform with the regulations of Brandon Township and to any special provisions included in the permit. It is agreed that all work will be done to the satisfaction of Brandon Township. It is further agreed that no work in connection with this application will be started until the application is approved and the permit issued. It is understood that this permit is conditioned upon replacement or restoration of the Township road to its original or to a satisfactory condition. It is further understood that this permit is issued subject to the approval of local Brandon Township board authorities.
