Brandon Township Meeting, Monday, August 17, 2015
The August monthly meeting was held on August 17, 2015 at the Brandon Community Center with Gene Fynboh, Mike Cleary, Gaylin Croonquist, Kerby Lund and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.
Clerks Report: The minutes of the July 20th meeting were addressed. The reading of the minutes were waved and approved on a motion by Lund seconded by Croonquist, and carried.
Treasurer’s Report: Beginning balance on 07/1/2015 was $97,416.97. Receipts were $5,827.27. Disbursements were $59.235.75 leaving a balance of $44,008.49. Investments reported included Tar & Road Fund received $3.51 in interest, to now total $287,801.84 which includes three CDs. The treasurer's report was then approved on a motion by Croonquist, seconded by Lund, and approved.
Public Comment: Three visitors were present. Ralph and Maxine Crooker are requesting Brandon Township vacate the end of Burros Rd. They submitted a formal petition to the clerk to begin the process. The board set September 21, 2015, 7 pm as the date to hold a public meeting for the purpose of passing a resolution to vacate a small portion of Burros Lane. The clerk will send out notifications to affected land owners.
Ross Elliot came to request permission to tile under Hermanson Rd. On a motion by Croonquist, seconded by Lund, and carried, Elliot was given permission to dig up an old culvert to place a new tile under Hermanson Rd.
Agenda Approval: The agenda was approved on a motion by Fynboh, seconded by Croonquist, and carried.
a. Road report: Grading has continued, roads are in good shape. Summer mowing has been completed. Sara Rd culvert will be replaced within the next month; Pipeline Supply account has been set up for purchase of culverts. Devil's Lake tiling will be undertaken within a month.
b. Sara Road paving notes regarding east spur were updated and are now available.
c. Lund and Cleary attended county ditch benefits meeting; Cleary will attend upcoming county commissioner's meeting for final decision to determine township benefits and costs.
d. Culvert on Sven Lane. Board accepted request that no culvert needed now as no approach is planned.
a. Building permits: Three permits were reviewed.
b. Big Chip-Hedeen Rd paving petitions were reviewed. 35 signatures have been received. Clerk has certified signatures. On a motion by Lund, seconded by Croonquist, and carried, the petition was accepted. The board will consider ordering a feasibility study during the summer of 2016 after the Sara Rd project has been undertaken.
c. Board has received notice that Brandon Township will receive $3,969.00 in local government aid for 2016.
d. Board has received notice that contractor affidavits are needed before final payment to contractors to insure that state tax withholding requirements are met.
e. Lucky's Propane agreement: On a motion by Lund, seconded by Croonquist, and carried, Brandon Township has contracted with Lucky's Propane for 1,500 gallons of winter propane at $ 1.25 per gallon.
f. Clerk notes included; info from MAT News on state annual meeting in November, LTAP info: and clerk has received new election laws.
Claims and Wages: Claims included: Pipeline Supply-$764.71 for culvert; Peterson Lawn Service-$250.00 for Edgefield cemetery mowing; Klimek's Tree Service-$1,050.00 for tree removal; City of Brandon-$59.55 for water/sewer; Otter Tail Power-$23.96 for shop electricity; Kerby Lund-$925.00 for tractor and skid loader rental. Wages for grading, mowing, and tree removal totaled $1,325.00. Claims and wages were approved on a motion by Croonquist, seconded by Fynboh and carried with aye votes from Croonquist, Lund, and Fynboh.
