Brandon Township Monthly Meeting Minutes

June 15, 2015

 

The June monthly meeting was held on June 15, 2015 at the Brandon Community Center with Gene Fynboh, Mike Cleary, Gaylin Croonquist, Kerby Lund and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.

 

Clerks Report: The minutes of the May 18th meeting were addressed. The reading of the minutes regarding the public hearing for June 15th were read and the rest of the reading was waved. The minutes were then approved on a motion by Croonquist seconded by Lund, and carried.

 

Public Hearing Minutes (see below)

 

Treasurer’s Report: Beginning balance on 05/1/2015 was $51,286.08. Receipts were $0.42. Orders issued were $15,857.83 leaving a balance of $35,428.67. Investments reported included Tar & Road Fund received $3.51 in interest, to now total $237,669.94 which includes two CDs. The treasurer's report was then approved on a motion by Croonquist, seconded by Lund, and approved.

 

Public Comment: Three visitors, including engineer Jeff Stabnow were present.

 

Agenda Approval: The agenda was approved on a motion by Lund, seconded by Croonquist, and carried.

 

Old Business:

a. Road report: Grading gravel roads continue; graveling is almost completed. Devils Lake road repair is not completed. Trees have been removed on Big Chip Rd and Hunt Lake Rd by Klimeks. Lake Aldrich Way needs new overlay as recommended by Stabnow. Culvert replacement has been done on Hermanson Rd.

b. Road right of way weed spraying- Board will pursue potential applicators

c. Road ditch mowing. On a motion by Croonquist, seconded by Fynboh, Kerby Lund was assigned to do the mowing, along with renting his tractor. Lund abstained from voting on the motion that was approved.

d. Sara Rd culvert replacement. On a motion by Lund, seconded by Croonquist, and approved, Bitzan Backhoe will be hired to replace the old culvert with an 18” culvert. Stabnow was asked to be a consultant to assure the proper placement of the culvert and the widening of the road at that spot.

e. Chloride application has not been undertaken yet.

 

New Business:

a. The State Demographic Center reported the Brandon Township 2014 population estimate at 725 and the households at 300, which the board found acceptable.

b. Big Chip Paving Petition. Dennis Lund brought in more signatures requesting a feasibility study to pave Big Chip/Hedeen Rd. Clerk Ledermann will certify the signatures before any further action by the board.

c. Culvert plugged on Hedeen Road. Lund and Croonquist will look at.

d. Clerk notes: Leland Johnson variance report and Hintermeister easement reports were reviewed; MAT summer course - No board attendees this year; MAT membership cards were distributed.

 

Claims and Wages: Claims included: Hilltop Lumber-$1,095 for culverts; Klimek's Tree Service-$3,450.00 for tree removal; City of Brandon-$59.55 for water/sewer; Otter Tail Power-$26.41 for shop electricity; Royal Tire-$13.00 for scrap tires; Gaylin Croonquist-$62.15 for mileage; Adrian Ledermann-$322.00 for office supplies; Michael Cleary-$60.45 for office and mileage; Kerby Lund-$73.45 for mileage; J.K Stabnow-$570.00 for engineering expense; Okerlund Graveling-$16,026.00 for gravel and rock; PERA-$224.76 for 2nd Qt. June 2015; Minnesota Revenue-$100.00 for 2nd Qt June 2015; IRS-$832.76. Claims and wages of $4,452.50 were ordered paid on a motion by Croonquist, seconded by Lund, and carried with aye votes from Lund, Fynboh, and Croonquist.

 

Adjournment: The meeting was adjourned at 9:20 pm on a motion by Croonquist, seconded by Lund, and carried..

Brandon Township Public Hearing Minutes - June 15, 2015

The public Hearing was attended by the Brandon Board of Gene Fynboh, Gaylin Croonquist, Kerby Lund, and Adrian Ledermann. Civil Engineer J.K. Stabnow and thirteen residents were also present.

 

The meeting began after the reading of the May 18 minutes were approved. Chair Gene Fynboh moderated and introduced the board. Clerk Ledermann read the public hearing rules and a summary of the due process for proceeding with the Sara Road paving project. Clerk Ledermann presented affidavits of posting, publish and mailing notices.

J.K. Stabnow presented the summary of the feasibility study with an estimated cost of $130,000 without seal coasting and an estimated cost of $148,300 with seal coating. Clerk Ledermann reported that there were 26 parcels abutting Sara Rd, 22 parcels at full rate and 4 parcels at ½ rate for assessment purposes. Info from the county tax assessor indicated that parcel market value increased between $4,000 and $5,000 when abutting paved roads over gravel roads.

 

Comments and questions indicated most residents were in support of the project. The major discussion was on the east end of the Sara Rd right of way situation (not a township road, but a permanent public right of way). A written and spoken comment was submitted requesting improvements to the east end before including lot 8 on any assessment. The board was requested to keep this request on the agenda.
