Brandon Township Meeting Minutes
May 18, 2015
The May monthly meeting was held on May 18, 2015 at the Brandon Community Center with Gene Fynboh, Mike Cleary, Gaylin Croonquist, Kerby Lund and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.
Clerks Report: The minutes of the April 20th meeting were addressed. The reading of the minutes were waved and then approved on a motion by Lund, seconded by Croonquist, and carried.
Treasurer’s Report: Beginning balance on 04/1/2015 was $52,111.33. Receipts were $2,002.82. Orders issued were $2,828.07 leaving a balance of $51.286.08. Investments reported included Tar & Road Fund received $3.40 in interest, to now total $237,666.43 which includes two CDs. The treasurer's report was then approved on a motion by Croonquist, seconded by Lund, and approved.
Public Comment: One visitor, engineer Jeff Stabnow was present to present Sara Rd feasibility study.
Agenda Approval: The agenda was approved on a motion by Lund, seconded by Croonquist, and carried.
a. Road report: Grading gravel roads continue; roads are in good shape even after rains as washouts were able to be filled with grading. Devils Lake road needs repair. Upon advice of engineer Stabnow, a motion by Croonquist, seconded by Fynboh, and carried, (Lund was excused) Kerby Lund was hired to place tiling in the area. Klimek has been contacted to clear trees on Big Chip Road and Hunt Lake Rd. He will work on these throughout the summer. A motion by Lund, seconded by Fynboh, and carried, approved a culvert to be be replaced on Sara Road with size to be determined after further inspection. Clerk was directed to notify residents who are planning to put in driveways on Aldrich Way and Sven Lane that culverts will be needed. A new culvert has been replaced on Utopia Drive. Stabnow was requested to inspect Aldrich Way as to whether seal coating would work to seal cracking on that road. Clerk was directed to contact resident wondering about parcel line marker on end of Tanglewood Rd.
b. Grader tires have been replaced.
a. Five building permits were reviewed.
b. Chloride areas have been determined; truck copies were distributed. Fynboh and Ledermann will ride with Tri-City pavement when called upon. Lund will be available if needed. County contract with Tri-City this year is $1.00 per gallon.
c. Sara Road Paving. Engineer Jeff Stabnow presented his feasibility study. After much discussion, Stabnow was directed to add seal coat to cost estimate totals. On a motion by Lund, seconded by Croonquist and carried, June 15th was set as a date for a public hearing about paving Sara Rd and the presentation of the feasibility study. Clerk Ledermann was directed to publish the proper notices and send individual notices to all property owners that have parcels abutting Sara Road.
d. Clerk notes: Okerlund liability certificate has been received.
e. Other: Lund reported on further conversation with Wagner and his request for a new culvert on Skrove Road. Wagner intends to attend a town board meeting when he has all in order.
Claims and Wages: Claims included: MATIT-$2,038.00 for commercial insurance; Douglas County Assessor-$7,242.75 for 999 parcels; The Record-$4.95 for public notice; Pro Ag Farmers Co-op-$920.00 for bulk oil; Viking Garage Door co-$89.83 for door repair; City of Brandon-$59.55 for water/sewer; Otter Tail Power-$24.05 for shop electricity; Alexandria Area Economic Development-$1,375.00 for contribution; Bitzan Backhoe Service-$400.00 for ditch repair; H & R Tire-$1,780.00 for grader tires; J.K. Stabnow-$997.50 for engineering; Justin Ledermann-$8.75 for gopher bounty.
Claims and grader wages of $987.50 were ordered paid on a motion by Croonquist, seconded by Lund, and carried with aye votes from Lund, Fynboh, and Croonquist.
