Brandon Township Meeting Minutes
April 20, 2015
The April monthly meeting was held on April 20, 2015 at the Brandon Community Center with Gene Fynboh, Mike Cleary, Gaylin Croonquist, Kerby Lund and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m.
Clerks Report: The minutes of the March 16th meeting were addressed. The reading of the minutes were waved and approved on a motion by Lund, seconded by Croonquist, and carried.
Treasurer’s Report: Beginning balance on 03/1/2015 was $56,738.84. Receipts were $85.83. Orders issued were $4,713.33 leaving a balance of $56,405.75. Investments reported included Tar & Road Fund received $3.50 in interest, to now total $237,663.03 which includes two CDs. The treasurer's report was then approved on a motion by Croonquist, seconded by Lund, and approved.
Public Comment: No visitors were present.
Agenda Approval: The agenda with the addition of pay schedules, was approved on a motion by Lund, seconded by Croonquist, and carried.
a. Annual Douglas County Township meeting: Attended by Lund, Ledermann and Croonquist; good meeting with good information.
b. MAT short course at Arrowwood: Attended by Lund, Ledermann, Cleary and Croonquist; much information; good meal; new Manual on Town Government for 2015 purchased.
c. Board of Review Report: Minutes of April 14th meeting approved on a motion by Croonquist, seconded by Lund and carried.
d. Road report: Road review completed on April 14th, gravel locations determined; trees on Big Chip road to be removed (Lund and Cleary to facilitate with Klimeks); Ditch on Nursery Ln (Completed by Bitzan Backhoe); Sign on Hunt Lake Rd to be replaced (Croonquist and Ledermann to do); garbage on Severson Rd.(Ledermann to pickup).
e. Grader tires: Two quotes reviewed; On a motion by Lund, seconded by Croonquist and carried, H & R Tire quote accepted.
a. One building permit reviewed.
b. Gravel quotes: One quote from Okerlund graveling at $8.25 received; On a motion by Fynboh, seconded by Croonquist, and carried, Okerlund will be hired to place gravel on Brandon Township roads in 2015; Ledermann will forward maps and directions of needed areas.
c. Sara Road paving petition: The petition was reviewed and the next step of a feasibility study to include the paving area with weight recommendations, culvert replacement; preliminary cost estimates; appraisal cost estimates and suggestions for special assessment options was discussed. On a motion by Lund, seconded by Croonquist and carried, Fynboh was directed to contact engineer Jeff Stabnow to undertake the feasibility study.
d. Big Chip Road paving petition: A petition was received with 24 certified signatures from 68 parcels abutting the intended road area. Since more signatures are needed, no action was taken.
e. Edgefield Cemetery contract: On a motion by Lund, seconded by Croonquist, and carried, Peterson Lawn service was contracted for 2015 at the rate of $125.00 per mowing.
f. Pay schedule changes: Based on Douglas County average, per diems were set at $70.00 and the mileage rate set at the Federal level of 57.5 cents/mile for 2015, on a motion by Fynboh, seconded by Croonquist and carried.
g. Clerk notes: Klimek certificate of liability was received; MN Tech Exchange info was shared; Invite to Smith reception shared.
Claims and Wages: Claims included: Ziegler Cat- $91.23 for grader repair; Douglas County Public Works-$176.50 for salt/sand; The Record-$14.82 for public notice; Douglas County Auditor/Treasurer-$3.41 for ditch benefits; Luckys Propane-$576.85 for propane; West Central Mn Petroleum-$789.93 for diesel; City of Brandon-$59.55 for water/sewer; Ottertail-$36.71 for shop electricity and $1,162.50 for grading wages.
Claims and wages were ordered paid on a motion by Lund, seconded by Croonquist, and carried with aye votes from Lund, Fynboh, and Croonquist.
Adjournment: The meeting was adjourned at 8:27 pm on a motion by Fnyboh seconded by Lund, and carried..
