Brandon Township Meeting Minutes

November 17, 2014

 

The November monthly meeting was held on November 17, 2014 at the Brandon Community Center with Gene Fynboh, Paul Lauthen, Mike Cleary, Gaylin Croonquist, and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:10 p.m. The pledge of allegiance was recited.

 

Clerks Report: The minutes of the October 20th, meeting were addressed. The reading of the minutes were waved and approved on a motion by Fynboh, seconded by Croonquist, and carried.

 

Treasurer’s Report: Beginning balance on 10/01/2014 was $15,485.94. Receipts included Chloride reimburse-$500.00, culvert sale-$120.00, tractor/mower sale-$3,200.00 and $3.63 in interest. Orders issued were $14,678.46, for a total ending balance in checking of $4,631.11. Interest not yet transferred of $41.96 leaves a cash balance of $4,589.15 in the Bank. Investments reported included Tar & Road Fund received $3.51 in interest, to now total $237.645.95 which includes two CDs. The treasurer's report was then approved on a motion by Croonquist, seconded by Lauthen and approved.

 

Public Comment: No visitors were present.

 

Agenda Approval: The agenda was approved on a motion by Croonquist, seconded by Lauthen, and carried.

 

Old Business:

a. Road Reports: Tanglewood right of way repair has been completed with a good job done; tree removal by Klimek on Walleye Rd and Lehn U Trail has been completed. Letter has been sent to resident on Sven Ln Rd and rocks have been moved.

b. Computer backup: Carbonite Cloud has been purchased and installed on clerk and treasurer's computer.

c. New CTAS v. 8 program has been downloaded on clerk and treasurer's computers but some problems with migration of data.

d. November 4Th election report: 357 voters cast of 515 registered voters. Township results showed Paul Lauthen received 290 votes and other candidates received 11 write in votes. Write in candidates included: Don Buse, Pat Bitzan, Ron Roering, Diane Simmons, and John Stephans.

e. Appointment of clerk was tabled until the December meeting.

f. Road paving petitions: One petition was received from Jody and Steve Hanson regarding Sara Rd. The petition included 14 signatures of 26 parcels abutting Sara Rd along with proper description of the area for which paving is requested. This request has been accepted and will be considered in Spring after the March Annual Meeting when the road paving policy updates will be on the agenda. Clerk is to notify Hanson of the planned proceedings.

g. Road paving policy: The new policy proposals were viewed and discussed. A suggestion was to include repaving policy additions. Fynboh agreed to draft a paragraph addressing the proposals. Supervisors may wish to contact Alexandria and LaGrand Townships regarding their present policies. Clerk Ledermann will incorporate suggestions including Fynboh's notes and send to Jeff Stabnow for feedback. Stabnow may be invited to a future meeting, and the township attorney may be consulted to review the policy proposal prior to the March Annual Meeting.

h. Right of Way policy: Resolution # 11-17-2014 Brandon Township Right of Way policy was adopted on a motion by Lauthen, seconded by Croonquist, and carried by unanimous vote. cf. Attached

i. Clerk notes: There were not additional clerk notes.

 

Claims and Wages: Claims included: The Record-$4.50 for public notice; City of Brandon-$24,454.00 for fire protection; Marcia Bolin-$78.00 for election judge; Robert Jacobson-$58.50 for election judge; Julianna Pomeranz-$110.50 for election judge; Jane Croonquist-$277.50 for election head judge; Patricia Bracey-$117.00 for election judge; Janell Eddy-$65.00 for election judge; Adrian Ledermann-$180.00 for election judge; Klimek's Tree Service-$1,800.00 for tree removal; Otter Tail Power-$23.65 for shop electricity; City of Brandon--$59.05 for water/sewer; Bitzan Backhoe Service-$400.00 for road repair; Evansville Machine Shop-$95.00 for welding. Grading and snow removal wages totaled $1,050.00. Claims and wages were approved on a motion by Croonquist, seconded by Lauthen, and carried with aye votes from Fynboh, Croonquist and Lauthen. Clerk is to hold the fire protection check until the second half tax check has been received.

The meeting was adjourned at 8:15 pm on a motion by Fynboh; seconded Croonquist and carried..
