Brandon Township Meeting Minutes

October 20, 2014


The October monthly meeting was held on October 20, 2014 at the Brandon Community Center with Gene Fynboh, Paul Lauthen, Mike Cleary, Gaylin Croonquist, and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.


Clerks Report: The minutes of the September 15th, meeting were addressed. The reading of the minutes were waved and approved on a motion by Lauthen, seconded by Croonquist, and carried.


Treasurer’s Report: Beginning balance on 9/01/2014 was $23,643.01. Receipts included Chloride reimburse-$587.00 and $3.56 in interest. Orders issued were $8,747.63, for a total ending balance in checking of $15,485.94. Service charges not recorded of $27.50 and interest not yet transferred of $38.45 leaves a cash balance of $15,419.99 in the Bank. Investments reported included Tar & Road Fund received $3.39 in interest, to now total $237.642.44 which includes two CDs. The treasurer's report was then approved on a motion by Croonquist, seconded by Lauthen and approved.


Public Comment: Five visitors were present regarding road paving policy, tractor bid, and Sara Road right of way concerns


Agenda Approval: The agenda was approved on a motion by Lauthen, seconded by Croonquist, and carried.


Old Business:

a. Sale of Tractor. After discussion with parties who had submitted bids, a motion to increase, but not decrease submitted bids was made by Croonquist, seconded by Fynboh, and passed prior to the opening of the bids. Bids of $500, $2,500 and $3,100 were opened and received. The only additional bid increased the $2,500 bid to $3,200 and was accepted on a motion by Fynboh, seconded by Croonquist, and carried.

b. road reports: The yield sign on Wolf Creek Rd has been replaced. Tanglewood right of way repair has not been initiated- Lauthen will check on this. Tigen road repair has been completed by Bitzan Backhoe, Okerlund Graveling and the Township grader. The bill will be sent to Excel Energy for reimbursement. The placement of rocks on Sven Lane Right of way has been noted. Clerk is to send a letter informing the landowner of the law forbidding the placing such materials on the township right of way which may be a safety factor for traffic and snow plowing. Clerk was also designated to check with LaGrand Township for info on developing a more explicit local policy regarding Right of Way use.

c. Chippewa Heights road repair bill came in as estimated and will be paid.

d. Choride spread additional bill from Alden Just for Long Lake road has been received.


New Business:

a. One building permit was reviewed.

b. Only mileage change for Brandon Township is the vacation of the short connecting road from Co. 7 to Anderson St. in Brandon City. Clerk will notify Dave Nelson at the Count.

c. Road paving policies. The final draft of the petition form was viewed. Two petition forms have been requested – Big Chip road area and Sara Rd. No petitions have been received. Further discussion on a rough draft of Brandon Township paving policies along with information provided by Engineer Jeff Stabnow indicated the need to look at various ways parcel assessments might be levied (parcel value? Parcel share ?, etc.) Stabnow furnished an example from another township. Cleary provided information on the cost of paving and maintaining Chippewa Hts road area.

d. November election day preparations have been completed; public accuracy text will be October 30 at 5 pm.

e. Computer backup. Cleary proposed purchasing Carbonite Cloud for the clerk and treasurer computers as a constant safe system backup. On a motion by Fynboh, seconded by Lauthen, and carried, the Carbonite Cloud system will be purchased annually for $59.95 per computer.

f. Clerk notes included LTAP info, and Fredrikson attorney update on Excel lawsuit proceedings.


Claims and Wages: Claims included: Riley Bros- $3,970.00 for road repair; The Record-$8.00 for tractor ad; BetterWare Computers-$609.00 for notebook computer; Alden Just-$366.32 for chloride; IRS-$806.57 for 3rd Qt; Minnesots Revenue-$100.00 for withholding tax; PERA-$169.76 for 3rd Qt; City of Brandon-$118.10 for water/sewer; Otter Tail Power-$22.82 for shop electricity; Okerlund-$3,446.00 for gravel; Bitzan Backhoe-$1,650.00 for road repair; and Alexandria Area Economic Development- $2,650.00 for 2014 contribution. Claims and wages were approved on a motion by Croonquist, seconded by Lauthen, and carried with aye votes from Fynboh, Croonquist and Lauthen.



The meeting was adjourned at 8:45 pm on a motion by Lauthen; seconded Croonquist and carried..
