Brandon Township Meeting Minutes

April 21, 2014


The March monthly meeting was held on April 21, 2014 at the Brandon Community Center with Paul Lauthen, Mike Cleary, Gaylin Croonquist, Gene Fynboh and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.


Clerks Report: The minutes of the March 17th meeting were addressed. The reading of the minutes were waved and approved on a motion by Fynboh, seconded by Lauthen, and carried. The Board of Appeal and Review minutes were then read and approved on a motion by Lauthen, seconded by Croonquist and carried.


Treasurer’s Report: Beginning balance on 03/01/2014 was $61,622.21. Receipts were $580.78 Orders issued were $7,118.37, for a total ending balance of $55,084.62. Investments reported included Tar & Road Fund received $5.54 in interest, to now total $197,619.11. The treasurer reported that the 2012 Douglas County Township Taxes notice showed that Brandon Township had the lowest mill rate ($0.0877) and lowest tax per resident ($161) of the 20 townships in the county and that our overall tax levy of $113,277 was 8th lowest out of all 20 townships in Douglas County. On a motion by Lauthen, seconded by Croonquist, and carried, the treasurer’s report was approved.


Public Comment: One visitor was briefly present.

Agenda Approval: The agenda was approved on a motion by Lauthen, seconded by Croonquist and carried.


Old Business:

a. Road report: First grading has been done. Road inspection was completed and gravel locations noted on April 8, 2014. Clerk Ledermann distributed the gravel location sheets. Some concerns were raised about the road conditions on Hunt Lake Rd, Long Lake Rd, and Severson and Sven Lane roads. Hunt Lake Rd sign and two double arrow road signs at T intersections are needed. Lauthen and Ledermann will look into the purchase of these signs.

b. Annual Spring Short Course report: Info about the new CTAS program, insurance concerns, dust control spreading, etc. was shared. The entire board was present.

c. Annual County Meeting and Weed meeting: The supervisors and the clerk were present. County department heads gave reports; county township officers were re-elected.

d. County Road meeting report. The road improvement and construction plans for the next five years was provided. The potential added .5% sales tax was discussed along with the proposed designated roads for planned use of tax money for construction.

e. Co. 7 road right of way cleanup: County Land and Resources has become engaged, and announced they hoped that clean up action would come by this fall.


New Business:

a. Gravel quote from Okerlund Graveling was reviewed. On a motion by Croonquist, seconded by Fynboh, and approved, Brandon Township will accept the quote of $7.75 per yard from Okerlund. Clerk Ledermann will inform Okerlund and provide the gravel location areas to them.

b. Board of Appeal follow up note from assessor, Bruce Wittemore was reviewed.

c. On a motion by Croonquist, seconded by Lauthen, and approved, the following per diems, salaries and mileage fees were set: Per Diem- $60.00; Mileage-$.50 per mile; hourly township work-$15.00; Hourly road equipment operating rate-$25.00; Election Head Judge hourly-$15.00; Other election judge hourly-$13.00; Clerk-$700.00 quarterly; Treasurer-$550.00 quarterly.

d. Clerk notes: Info was shared on Runge Grading, Siwng Safe Mail posts, LTAP, MAT News, and the AAEDC booklet. Clerk also reported that Hindersheid had called requesting a copy of the resolution to vacate the town road from Co.# 7 to Brandon City. Copies will be sent to him and Wayne Lund.


Claims and Wages: Claims included: City of Brandon-$58.55 for water/sewer; Minnesota Association of Townships-$45.00 for safety vests; Otter Tail Power-$25.34 for shop electricity; Ziegler Cat-$157.87 for grader parts; Douglas County Auditor/Treasurer-$79.50 for ditch benefits; IRS-$931.00 for 1st Qt taxes; PERA-$134.00 for 1st qt.; Minnesota Revenue-$140.86 for 1st qt. taxes. Wages totaled $650.00 for road grading. Claims and wages were approved on a motion by Lauthen, seconded by Croonquist, and carried.



The meeting adjourned on a motion by Lauthen; seconded by Fynboh and carried at 8:40 pm.
