Brandon Township Meeting Minutes

Feb. 25, 2014

The February monthly meeting was held on February 25, 2014 at the Brandon Community Center with Paul Lauthen, Mike Cleary, Gene Fynboh and Adrian Ledermann present. The meeting was called to order by Fynboh at 7:00 p.m. The pledge of allegiance was recited.


Clerks Report: The minutes of the January 25th meeting were addressed. The reading of the minutes were waved and then approved on a motion by Lauthen, seconded by Fynboh, and carried.


Treasurer’s Report: Beginning balance on 01/01/2014 was $56,307.74. Receipts were $2,610.16. Orders issued were $11,917.26, for a total ending balance of $47,000.64. Investments reported included Tar & Road Fund received $5.03 in interest, to now total $197,609.02. On a motion by Fynboh, seconded by Lauthen, and carried, the treasurer’s report was approved.


Public Comment: No visitors were present.

Agenda Approval: After adding some additional clerk notes, the agenda was approved on a motion by Lauthen, seconded by Fynboh, and carried.


Old Business:

a. Road report: More snow plowing has been done. Bitzan has been hired for additional help. It was noted that he is covered with our present liability policy. A bucket of sand may be placed on nursery lane hill that needs continuing sanding and a nearby resident is willing to spread the sand. The board noted that an hourly cost rate needs to be established when local tractor with snow blowers are contracted to blow excessive snow.

b. The resolution to vacate the Brandon Township Road extending from Anderson St. in Brandon City to Douglas County # 7 was addressed. Clerk Ledermann reported having contacted Otter Tail Power and the City of Brandon along with posting the new public notice and sending letters to abutting property owners. The Resolution to vacate was then read and discussed. On a motion by Fynboh, seconded by Lauthen, and carried, the resolution to vacate the road was approved.

c. AAEDC report: Fynboh attended the annual meeting and reported that local industries are working with Alex Tech and local high schools for joint training ventures designed to prepare graduates for available positions within local companies.


New Business:

a. Road surface policy changes: Further discussion on proposed changes indicated that a reference to the MAT resource is included in the proposed policy. The proposals will be placed on the agenda for the annual meeting for further input from residents.

b. Chloride policy proposals will be added to the agenda for the annual meeting for input from the residents.

c. The annual meeting agenda was discussed, along with publicity for the meeting. The clerk will post the meeting date, place, and time and send a note to the Record for publicity. The info will also be posted on the Brandon Township website.

d. MBA group life insurance: On a motion by Lauthen, seconded by Fynboh and carried, the present policy was extended, providing $5,000 of life insurance for Town board members.

e. Requests for private driveway snow plowing. Several special requests were made for plowing private driveways. The consensus of the board was to not plow private driveways unless there is an emergency. Special requests may be considered, and if done, residents will be charged $50.00 for each plowing.

d. Grader tires: Lauthen and Croonquist noted that new tires are needed for the road grader. On a motion by Fynboh, seconded by Lauthen, and carried, the board was empowered to purchase recapped tires for the grader, with a cost not to exceed $10,000.

e. Clerk notes: MAT news notes were referred to regarding using internet for postings, annual meeting proceedings and CTAS update; LTAP info; and the annual county road meeting.


Claims and Wages: Claims included: Evansville Machine Shop-$50.00 for welding; John Ledermann-$150.00 for snow blowing; City of Brandon-$58.55 for water/sewer; Luckys Propane-$1,020.00 for propane; Otter Tail Power-$44.66 for shop electricity; The Record-$18.00 for public notices; Douglas County Public Works-$219.26 for salt/sand; Minnesota Benefit Association-$405.00 for group life insurance. Claims and wages were ordered paid on a motion by Lauthen, seconded by Fynboh, and carried.



The meeting adjourned on a motion by Fynboh; seconded by Lauthen, and carried at 8:30 pm.
