Brandon Township Meeting Minutes

January 21, 2014

The January monthly meeting was held on January 21, 2014 at the Brandon Community Center with Paul Lauthen, Gaylin Croonquist, Mike Cleary, Gene Fynboh and Adrian Ledermann present. The meeting was called to order by Lauthen at 8:00 p.m. The pledge of allegiance was recited.


Clerks Report: The minutes of the December 9th meeting were addressed. The reading of the minutes were waved and then approved on a motion by Croonquist, seconded by Fynboh, and carried.


Treasurer’s Report: Beginning balance on 12/01/2013 was $52,878.05. Receipts were $8,638. Orders issued were $5,208.52, for a total ending balance of $56,307.74. Investments reported included Tar & Road Fund received $5.04 in interest, to now total $197,603.99 On a motion by Croonquist, seconded by Fynboh, and carried, the treasurer’s report was approved.


Public Comment: Four visitors were present to comment on the road vacation resolution; and a request to look at Tigen Rd in spring to smooth out bumps caused by Xcel energy.


Agenda Approval: After deleting the Fire dept. request and adding the gambling permit item, the agenda was approved on a motion by Lauthen, seconded by Croonquist, and carried.


Old Business:

a. The resolution to vacate the Brandon Township Road extending from Anderson St. in Brandon City to Douglas County # 7 was addressed. Clerk Ledermann reported having posted the public notice and sent letters to abutting property owners. The Resolution to vacate was then read and discussed. Public comments were entertained, with questions: regarding what could land owners do if the road was vacated? liability issues if some people still used the surface? and would Ottertail Power still have access to the sub station? Since Ottertail Power was not contacted, the board decided to table the resolution until the Feb. meeting on a motion by Croonquist, seconded by Fynboh, and carried. The clerk was directed to contact Ottertail Power.


New Business:

a. Reorganization of the Board: Gene Fynboh was elected as chair for 2014; Gaylin Croonquist was appointed to assistant weed inspector; and Gene Fynboh to animal control.

b. Road report: Roads continue to be plowed as snow and wind have necessitated frequent plowings. A letter was received and read from West Lake Whiskey drive expressing dissatisfaction with snow removal due to snow blockage.

c. Former Co 56 reimbursement has been received from Xcel energy.

d. Douglas County weed report for 2013 was completed and will be forwarded to the Douglas County. Six inspections were made, no letters were sent.

e. No Minnesota Township Resolutions were initiated.

f. Road surface policy changes: Further discussion on proposed changes included a report from Fynboh from the MAT library about the process of starting special assessments. A reference to the MAT resource will be included in the proposed policy.

g. Chloride policy proposals: Changes from last months suggestions were reported. No further changes were made.

h. Bridge Inspection report from Douglas County on two Brandon Township bridges were reviewed. Some trees need removal from Wolf Creek bridge site. Brandon Township tree service provider will be contacted in spring to remove those trees.

i. The Board of Audit meeting was set for Tuesday, Feb. 25, 7 pm with the regular February monthly to follow immediately thereafter.

j. The permit to allow for a gaming license for the Turkey hunters was endorsed on a motion by Croonquist, seconded by Fynboh and approved.

k. Clerk notes included receiving the Bitzan Backhoe liability insurance document and the note that the 2013 donation to the Alexandria Area Development has not been done.


Claims and Wages: Claims included: Luckys Propane-$1,822.00 for propane; Glenn's Towing & Repair-$2,159.87 for truck repair; DVS Renewal-$16.00 for truck license; Douglas County Association of Townships-$665.28 for dues; Ziegler Cat-$253.19 for grader repair; Otter Tail Power-$75.04 for shop electricity; Little Falls Machine-$436.48 for snow blade parts; West Central MN Petroleum-$1,497.03 for diesel; City of Brandon-$58.55 for water and sewer; PERA-$158.02 for 4th Qt.; MN Revenue-$100 for withholding; IRS-$684.38 for 4th Qt; Douglas County Auditor/Treasurer-$130. For TNT notices; Douglas County Public Works-$219.40 for salt/sand; Alexandria Area Economic Development-$2,550.00 for contribution; H&R Block-$30.00 for 1099 prep. And $1,150 for snow removal wages. Claims and wages were ordered paid on a motion by Fynboh, seconded by Lauthen, and carried.



The meeting adjourned on a motion by Croonquist; seconded by Lauthen, and carried at 8:50 pm.
