Brandon Township Meeting Minutes
December 9, 2013
The December monthly meeting was held on December 9, 2013 at the Brandon Community Center with Paul Lauthen, Gaylin Croonquist, Mike Cleary and Adrian Ledermann present. The meeting was called to order by Lauthen at 8:00 p.m. The pledge of allegiance was recited.
Clerks Report: The minutes of the November 18th meeting were addressed. The reading of the minutes were waved and then approved on a motion by Lauthen, seconded by Croonquist, and carried.
Treasurer’s Report: Beginning balance on 11/01/2013 was $18,942.31. Receipts included: State of MN -MV Ag- $1,329.55; Douglas County 2nd half taxes-$118.867.06 and interest from Revenue on account at Bremer- $5.02. Orders issued were $86,265.89, for a total ending balance of $52,878.05. Investments reported included Tar & Road Fund received $4.87 in interest, to now total $197,598.95 On a motion by Croonquist, seconded by Lauthen, and carried, the treasurer’s report was approved.
Public Comment: No visitors were present.
Agenda Approval: The agenda was approved on a motion by Croonquist, seconded by Lauthen, and carried.
a. Road report: Roads were recently plowed; signs are removed with a few left at the discretion of the supervisors, tree trimming on Shorewood has been scouted out with REA and will be done next summer.
b. Wolf Creek Road culvert block has been taken out. A letter was sent to the local land owners notifying them of the action, and inviting them to a meeting should any further action be necessary.
c. Former Co 56 extension bills have been sent to Excel energy.
d. Plans to vacate Brandon Township road extending from Anderson Street to County 7 will be placed on the January 21st meeting. The clerk will send the necessary notices to the landowners and the city of Brandon.
e. Bitzan Backhoe liability insurance document has been received.
f. Two culverts have been purchased by a landowner and the check has been received.
a. Two new land use permits were received
b. MAT worker's comp audit report has been received and will be completed by the treasurer.
c. Comprehensive Transportation Finance Bill resolution: On a motion by Lauthen, seconded by Croonquist and passed, the following resolution will be sent to MAT and to local legislators. “Therefore be it resolved that Brandon Township, Douglas County, MN hereby encourages the 2013 Minnesota State Legislature to pass, and Governor Dayton sign into law, a comprehensive Omnibus Transportation Finance Bill that provides increased, dedicated and sustainable funding to equitably address the transportation and transit needs of counties, Cities and Townships.”
d. Road surface policy changes were discussed further. No conclusive policy changes were made. Discussions included the fact that the special assessments will be completed in 2014 and that in March, the 2015 levy will be set. Policies for additional funding for paving or repairing paved roads will be addressed during the coming year.
d. Chloride policy change was discussed, and new suggested changes may be brought before the public at the March annual meeting.
e. Clerk notes included: Court date for Grundstrom/NSP hearing has been re-scheduled for 4-14-14; Ferrell Gas information; Garfield, Ida and Leaf Valley road bills have been sent; CTAS news reports have been received and MAT calendar and DVD have been received.
Claims and Wages: Claims included: Evansville Machine Shop-$45.00 for welding; Minnerath Construction -$400.00 for culvert purchase; City of Brandon-$58.55 for sewer/water; Anderson Excavating-$120.00 for shop repair; MATIT-$1,018.00 for worker's comp; MN Revenue-$105.13 for withholding; Michael Cleary-$94.07 for mileage and office reimbursement; Gaylin Croonquist-$15.00 for mileage; Adrian Ledermann-$315.00 for mileage and internet reimbursement; and $3,480.00 for road maintenance wages and quarterly salaries.. Claims and wages were ordered paid on a motion by Lauthen, seconded by Croonquist and carried.
