Brandon Township Meeting Minutes

November 18, 2013


The November monthly meeting was held on November 18, 2013 at the Brandon Community Center with Paul Lauthen, Gaylin Croonquist, Gene Fynboh, Mike Cleary and Adrian Ledermann present. The meeting was called to order by Lauthen at 7:00 p.m. The pledge of allegiance was recited.


Clerks Report: The minutes of the October 21st meeting were addressed. The reading of the minutes were waved and then approved on a motion by Fynboh, seconded by Croonquist, and carried.


Treasurer’s Report: Beginning balance on 10/01/2013 was $38,213.41. Receipts included: Interest from Revenue on account at Bremer- $.31, mowing payment-$25.00 and Chloride reimbursement- $400.00. Orders issued were $19,696.41, for a total ending balance of $18,942.31. Investments reported included Tar & Road Fund received $5.04 in interest, to now total $197,594.08. On a motion by Croonquist, seconded by Fynboh, and carried, the treasurer’s report was approved.


Public Comment: Two visitors were present. Tim Splettstaszer, representing CapX brought info on road repair reimbursement to the Pheasant Drive extension.


Agenda Approval: The agenda was approved on a motion by Fynboh, seconded by Lauthen, and carried.


Old Business:

a. Road report: Roads were reported to be in good shape for the winter; the road surface now to hard to do any more grading. Supervisors will be pulling more removable signs this week. Serious tree trimming is needed on Shorewood Ln; clerk will check with REA for a possible joint venture.

b. Wolf Creek Road culvert block will be taken out. A letter will be sent to the local land owners notifying them of the action, and inviting them to a meeting should any further action be necessary.

c. Xcel Energy will be reimbursing Brandon Township for damage done on the Pheasant Lane extension east of I- 94. Tim Splettstaszer brought information as to how to submit the invoice of $3,499.00 to Xcel Energy.

d. Five used culverts were purchased from the contractor doing work on County 1. Two of the culverts have been sold to a local landowner and the remaining three will be kept for future township use.

e. Cleary and Ledermann reported on the manufactures breakfast indicating little helpful information was received.


New Business:

a. Four new land use permits were received

b. Anderson Street Road extending out to County 7 was discussed as local residents seem to have a disagreement on the use of the unmaintained road. Clerk will gather information from the county and the city clerk as to whether that portion has been vacated or needs to be vacated.

c. Road surface policy changes were discussed further. Clerk will check with other townships and Douglas County on policies regarding the repaving of already paved surfaces.

d. Chloride policy change was discussed, but new suggested changes were not available so topic was tabled.

e. Clerk notes included info on Bolin/Wagner title clearance notice from District County; LATP brochure, and tax certification notice form Doehling.


Claims and Wages: Claims included: City of Brandon-$25,211.00 for fire protection; Klimek's Tree Service-$200.00 for tree removal; City of Brandon-$58.55 for sewer/water. Bremer Bank-$54,963.29 for loan repayment and $620.00 for grading wages. Claims and wages were ordered paid as soon as possible (when Tax check received) on a motion by Fynboh, seconded by Croonquist and carried.

December monthly meeting: Monday, Dec. 9, 2013, 7 pm at Brandon Community Center. NOTE THE DATE CHANGE FROM THIRD MONDAY TO SECOND MONDAY.

The meeting was adjourned at 8:40 pm on a motion by Croonquist seconded by Lauthen, and carried.
