Brandon Township Meeting Minutes

October 21, 2013


The October monthly meeting was held on October 21, 2013 at the Brandon Community Center with Paul Lauthen, Gaylin Croonquist, Gene Fynboh, Mike Cleary and Adrian Ledermann present. The meeting was called to order by Lauthen at 7:00 p.m. The pledge of allegiance was recited.


Clerks Report: The minutes of the September 15th meeting were addressed. The reading of the minutes were waved and then approved on a motion by Fynboh, seconded by Croonquist, and carried.


Treasurer’s Report: Beginning balance on 09/01/2013 was $40,945.17. Receipts included: Interest from Revenue on account at Bremer- $.34. Orders issued were $2,732.10 for a total ending balance of $ 38,213.41. Investments reported included Tar & Road Fund received $5.03 in interest, to now total $197,589.04. On a motion by Croonquist, seconded by Fynboh, and carried, the treasurer’s report was approved.


Public Comment: One visitor present with no comments.


Agenda Approval: The agenda was approved with one addition on a motion by Lauthen, seconded by Croonquist, and carried.


Old Business:

a. Road report: Croonquist has been grading roads since the last rain. Rain has brought farm machinery mud on the roads which may need to be bladed off. Additional gravel has been placed on Lane U Turn and Chippewa Hts Rd. Ledermann reported several requests for trimming road edges and indicated a local owner has a tractor with small rotary tiller available for next spring. Other options (rent from Douglas County or Evansville) were also mentioned. Tree trimming has been completed on Severson and Hedeen Roads.

b. Lucky's propane agreement has been completed with propane to be bought at market price, but not to exceed $1.49 per gallon.


New Business:

a. Five new land use permits were received

b. Wolf Creek Road culvert has been blocked. Board will look into removing block after fall harvest and if necessary in spring should water start running over road.

c. County Road 56 dead end has been damaged by Exel energy construction. Clerk will contact Douglas County to determine whether that road has been vacated, turned over to township, or ?? Lauthen will get road fixed and supervisors will decide who to bill for fixing road.

d. On a motion by Croonquist, seconded by Lauthen, Board will purchase used culverts from work on County 1 for the price of $4/ft for 24 inch and under culverts. Culverts will be stored at the Lauthen farm.

e. Clerk presented info from MAT, and from Alexandria and LaGrand township regarding blacktopping/paving of township roads. Board indicated a need to have a policy for maintaining/repaving worn out paved roads. Board will study polices presented and continue to develop policy to present at annual meeting.

f. Clerk presented a change to chloride policy allowing for residents on no outlet densely populated roads to seek whole road dust coating and bill to be added to county tax bill. More revisions were suggested for continued study of new policy.

g. Albertsen Board of Appeal letter was viewed along with training dates this fall. Brandon Township still has Lauthen with training and Fynboh plans on getting training next year in order for Brandon Township to stay qualified for local appeals.

h. Douglas County has requested update on any road additions or vacations. Clerk will report that no additions or vacations were done in 2013. Douglas County also provided new salt/sand use forms which were distributed to snow plow truck driver.

I. Clerk notes included CTAS request for funding of new program has been cleared up and Mahlberg letter allowing for NSP board an extension of time to file reports on unresolved property issues was reviewed.


Claims and Wages: Claims included: Post Office-$92.00 for stamps; Douglas

County Public Works-$15,497.60 for chloride; Pro Ag Farmers co-op-$11.95 for antifreeze; West Central Petroleum-$1,911.60 for diesel; PERA-$138.50 for 3rd Qt pension; IRS-$664.96 for 3rd Qt. Taxes; Otter Tail Power-$22.75 for shop electricity; City of Brandon-$58.55 for sewer/water. Peterson Lawn Service-$375.00 for Edgefield cemetery mowing; and $1,000.00 for grading wages. Claims and wages were ordered paid on a motion by Fynboh, seconded by Croonquist and carried.
