Brandon Township Meeting Minutes
May 20, 2013
The May monthly meeting was held on May 20, 2013 at the Brandon Community Center with Paul Lauthen, Gaylin Croonquist, Gene Fynboh, Mike Cleary and Adrian Ledermann present. The meeting was called to order by Lauthen at 7:00 p.m. The pledge of allegiance was recited.
Clerks Report: The minutes of the April 15th meeting were addressed. The reading of the minutes were waved and then approved on a motion by Croonquist, seconded by Fynboh, and carried.
Treasurer’s Report: Beginning balance on 04/01/2013 was $27,617.22. Interest from Revenue on account at Bremer was $.23. Orders issued were $3,712.73 for a total ending balance of $23,904.72. Investments reported included Tar & Road Fund received $5.20 in interest, to now total $197,571.32. On a motion by Lauthen, seconded by Fynboh, and carried, the treasurer’s report was approved.
Public Comment: None present
Agenda Approval: The agenda was approved on a motion by Croonquist, seconded by Fynboh, and carried.
a. Road report: Road inspection was completed on May 7, 2013; Roads have been graded; Okerlund gravel has been given locations for 2013; Okerlund has provided liability insurance certificate. Trees are scheduled to be cut by Klimek on Burros Drive and Moon Lake Road as reported by Cleary. Excel Energy request to use Burlington Rd before road restrictions were lifted was denied. Excel Energy repair needed on Skrove Rd will be put on hold until frost leaves and Excel Energy use of road is complete. Clerk has been in contact with Excel Energy and they will send out an inspector. Ledermann reported on his attendance at Douglas County road information meeting; Sections of 82 east of # 109, along with #16 and #57 in City of Brandon are areas in Brandon Township that will be resurfaced by Douglas County.
b. Edgefield Mowing Contract: Lauthen will contact Jerry Buse to get signed contract.
c. Township information retention resolution # 05-20-2013 was approved on a motion by Fynboh, seconded by Croonquist, and carried. Cf. Attached document.
d. VSC annexation of Voyager property to City of Brandon has been completed.
e. PERA re-enrollment of Croonquist has been completed.
f. Sign removal will begin after spring planting has been completed.
a. Chloride requests: Truck copies of requests for 2013 were distributed. Several new residents are asking for chloride. Wolf Creek Rd from # 16 to Sven Rd will be done by Brandon Township. Tanglewood Rd residents will now be billed individually by clerk.
b. MATIT Consolidated Insurance Coverage contract for July 2013-July 2014 with a premium of $2,037.00 was renewed on a motion by Croonquist, seconded by Fynboh, and carried.
c. Assessor contract for the next 4 years ($7.25 per parcel for 2014, 2015, 2016, and $7.50 for 2017) with Douglas County Assessors was renewed on a motion by Lauthen, seconded by Croonquist and carried.
d. New W-4 withholding certificates were completed by all township officers.
e. Clerk notes included: MAT membership cards were distributed; McNamar e-mail on support of increased gas tax was noted; MASLON letter on Excel Energy funding of Brandon Fisheries for lease payment was shared; Glieden Enterprise availability for road repair noted; and Douglas County proposal to revise road sign ordinances was noted.
Claims and Wages: Claims included: Douglas County Assessor-$7,259.00 for 1,037 parcels; The Record-$13.50 for notices; Glenn's Towing & Repair-$1,614.44 for truck repair; West Central Petroleum-$1,730.32 for diesel; Millerville Coop Creamery-$46.45 for grader repair parts; City of Brandon-$58.55 for water/sewer; Otter Tail Power-$48.84 for shop electricity; Douglas County Public Works-$155.00 for snow removal; John Peterson-$40.00 for truck repair; and wages and salaries of $1,400.00 for road maintenance. Claims and wages were approved on a motion by Fynboh, seconded by Croonquist and carried.
