Brandon Township Meeting Minutes

February 19, 2013


The February monthly meeting was held on February 19, 2013 at the Brandon Community Center with Mike Cleary, Paul Lauthen, Gaylin Croonquist and Adrian Ledermann present. Diane Smith, outgoing treasurer was also present. The meeting was called to order by Lauthen at 7:00 p.m. With the Board of Audit meeting held first. (cf separate minutes.) The pledge of allegiance was recited.


Clerks Report: The minutes of the January 15 meeting were addressed. The reading of the minutes were waved and then approved on a motion by Croonquist, seconded by Lauthen, and carried.


Treasurer’s Report: Beginning balance on 01/01/2013 was $21,004.24. Interest from Revenue on account at Bremer was $.26. Other income was $2,698.25 from county taxes. Orders issued were $3,310.68 for a total ending balance of $20,392.07. (also noted that lost check of $875..00 for Gerald Buse was found, so January check to Buse was voided.) Investments reported included Tar & Road Fund received $6.22 in interest, to now total $197,556.86. On a motion by Lauthen, seconded by Croonquist, and carried, the treasurer’s report was approved.


Public Comment: none


Agenda Approval: The agenda was approved on a motion by Lauthen, seconded by Croonquist, and carried.


Old Business:

a. Road report: Snow removal and sanding with gravel have been done on all roads, due to severe ice and snowplowing needs. Residents have been calling the clerk and supervisors for service. Brandon Township also did plowing for Millerville Township.

b. Park and Trail Plan meeting. Ledermann attended the Douglas County Planning Meeting. Reported that Lake Brophy County Park will see some upgrades, heard requests for upgrades on Chippewa County Park near Brandon to dredge inlet between Devil's and Little Chippewa Lakes plus build a bridge over the waterway and develop foot trails and back campsites.


New Business:

a. Land use permits: none were reviewed.

b. Ledermann forwarded the indebtedness report to the county auditor.

c. Certificate of liability insurance for Bitzan Backhoe has been received.

d. Board of Review assessment note for April 9, 2013 at 1 pm in the Brandon Community Center was announced.

e. NSP/Excel Energy?Fredrickson legal info was shared regarding condemnation and payments for the building of the new energy line was shared. Brandon Township will receive no reimbursements for the line over Skrove RD right-of-way.

f. Bureau of Criminal Apprehension request for Joint Powers Agreement was shared, but no action needed since Brandon Township has no law enforcement responsibilities.

g. Special assessment notice for Douglas County for chloride application on Big Chip road was shared.

h. AAEDC letter and budget request for 2014 year of $2,650.00 will be put on the annual meeting agenda for public input.

I. Minnesota Benefit life insurance plan was reviewed. Brandon Township will continue under the bronze plan at $80.00 per officer.

j. Annual Meeting agenda was discussed. Supervisors will look for a possible speaker (maybe county commissioner Jerry Johnson). Input on AAEDC request and chloride application needs will also be placed on the agenda.

k. Clerk has written letters to two Tanglewood Rd residents informing them about not placing driveway snow on township right-of-way.

i. Clerk notes included McNeal letter about Douglas County weed and county wide township meeting; West Central Initiative; and MAT NEWS notes. Ledermann will check on PERA eligibility for appointed treasurer position and write a note of support to local legislators and state auditor for CTAS development. Cleary also called attention to sign post policies indicating that Townships do not have authority to change speed signs unless special action taken.


Claims and Wages: Claims and wages requests were presented and viewed by the board. Claims included: City of Brandon-$58.55 for water/sewer; Otter Tail Power-$33.08 for shop electricity; Douglas County Public Works-$419.52 for salt/sand; Minnesota Benefit Association-$405.00 for officer group life ins; Luckys Propane, Inc-$594.86 for shop propane; Austin Auto for truck repair; and Rocket Auto Electric for truck repair. Claims and wages were ordered to be paid on a motion by Lauthen, seconded by Croonquist and carried.

Monday, March 18, monthly meeting, 7 pm Brandon Community Center

Wednesday, March 20, 2013, 10:00 am. Annual Douglas County Township Meeting at Douglas County; Weed meeting begins at 8 am this same day.

Friday, March 29, 2013, 10:00 am. MAT Short Course at Arrowwood

Tuesday, April 9, 2013, 1pm Board of Appeal at Brandon Community Center.


The meeting was adjourned at 8:30 pm on a motion by Croonquist, seconded by Lauthen, and carried.
