Brandon Township Meeting Minutes

January 15, 2013

The January monthly meeting was held on January 15, 2013 at the Brandon Community Center with Mike Cleary, Gene Fynboh, Paul Lauthen, Gaylin Croonquist and Adrian Ledermann present. Diane Smith, outgoing treasurer was also present. The meeting was called to order by Ledermann at 7:00 p.m. The pledge of allegiance was recited.

Election of Chair: On motion by Fynboh, seconded by Croonquist, Paul Lauthen was elected chair of the Brandon Township Board. Lauthen proceeded to chair the rest of the meeting.

Clerks Report: The minutes of the December 18, 2012, meeting were addressed. The reading of the minutes were waved and then approved on a motion by Fynboh, seconded by Croonquist, and carried.

Treasurer’s Report: Beginning balance on 12/01/2012 was <$78,954.90>. Interest from Revenue on account at Bremer was $.37. Other income was $106,767.84(State of MN, MV Ag-$1,393.79; Ida Twp-$472.00; Leaf Valley Twp-$236.00; City of Garfield-$572.00; Douglas. Co Aud/Treas-$104,094.05).. Orders issued were $6,809.07 for a total ending balance of $21,004.24. Investments reported included Tar & Road Fund received $8.39 in interest, to now total $197,550.64. On a motion by Fynboh, seconded by Croonquist, and carried, the treasurer’s report was approved.

Public Comment: none

Agenda Approval: The agenda was approved on a motion by Lauthen, seconded by Croonquist, and carried.

Old Business:

a. Road report: Snow removal and sanding with gravel have been done on all roads, due to severe ice problems.

b. Sign post replacement and removal. Lauthen and Croonquist began pulling sign posts, but posts frozen in ground limited their efforts.

New Business:

a. Land use permits: none were reviewed.

b. Weed Inspection Report: Report was completed. Croonquist was named Brandon Township assistant weed inspector.

c. Other township appointments: Fynboh will continue as township dog catcher.

d. Town officer purchase resolution # 01-15-2013 A was approved on a motion by Fynboh, seconded by Croonquist and carried. (cf. Attached resolution).

e. Town officer work resolutions #01-15-2013 B,C,D, and E, were approved on a motion by Croonquist, seconded by Fynboh, and carried. (cf. Attached resolutions).

f. Raffle request: On a motion by Fynboh, seconded by Croonquist, and carried, a gaming permit was approved for the NW Christina Lake Long Beards to hold a raffle at Long Lake Lodge.

g. Chloride for 2013. Brandon Township will request Douglas County to supply 15,000 gallons of chloride for township roads in 2013.

h. Croonquist has chosen to opt for Social Security and not for PERA.

i. clerk notes included 2013 MAT calendar info; MAT financial position notes; Haseman letter about law firm; Dawn McNeal letter informing Brandon Township about County meeting and change in date for MAT spring workshop at Arrowwood; Ingebretsen letter about Lobby Day on Feb. 12; new 2013 tax tables; Douglas County officials list; LTAP info and Lieffort letter about Douglas County Trails planning workshop. Ledermann was designated to participate and represent Brandon Township.

Claims and Wages: Claims and wages requests were presented and viewed by the board. Claims included: City of Brandon-$58.55 for water/sewer; Luckys Propane, Inc-$399.06 for shop propane; The Record-$4.50 for legal notice; West Central MN Petroleum-$1898.79 for diesel; IRS-$418.63 for 4th Qt. 2012; PERA-$164.00 for 4th Qt. 2012; Otter Tail Power-$34.69 for shop electricity; and Gerald Buse-$875.00 for Edgefield upkeep (check reissue due to lost check). On a motion by Lauthen, seconded by Croonquist, and carried, the bills and wages were approved to be paid.

Tuesday, Feb. 19, 2013, 7 pm. Brandon Community Center- Board of Audit followed by regular monthly meeting.

Tuesday. March 12, 2013, 7 pm. Brandon Community Center- Annual Township Day/Brandon Township Annual Meeting.

Wednesday, March 20, 2013, 10:00 am. Annual Douglas County Township Meeting at Douglas County; Weed meeting begins at 8 am this same day.

Friday, March 29, 2013, 10:00 am. MAT Short Course at Arrowwood

The meeting was adjourned at 7:55 pm on a motion by Fynboh, seconded by Lauthen, and carried.
