Brandon Township Meeting Minutes

December 18, 2012


The December monthly meeting was held on December 18, 2012 at the Brandon Community Center with Mike Cleary, Gene Fynboh, Paul Lauthen, Diane Smith and Adrian Ledermann present. The meeting was called to order by Cleary at 7:00 p.m. The pledge of allegiance was recited.


Clerks Report: The minutes of the November 19, 2012, meeting were addressed. The reading of the minutes were waved and then approved on a motion by Fynboh, seconded by Lauthen, and carried.


Treasurer’s Report: Beginning balance on 11/01/2012 was $8,367.66. Interest from Revenue on account at Bremer was $.07. Other income was $1,393.78 from State of MN ag tax.. Orders issued were $88,716.41 for a total ending balance of < $78,954.41>. (Three large checks were held until 2nd half taxes were received and checking account balance was restored) Investments reported included Tar & Road Fund received $8.12 in interest, to now total $197,542.25. On a motion by Lauthen, seconded by Fynboh, and carried, the treasurer’s report was approved.


Public Comment: One visitor was present to address issues on the agenda.


Agenda Approval: The agenda was approved on a motion by Fynboh, seconded by Cleary, and carried.


Old Business:

a. Road report: Snow removal has been done after both snow falls. Some calls were received by the clerk seeking snow removal.

b. Sign post replacement and removal. Jeff Stabnow reported that four other townships in Douglas County had nearly completed pulling #4 posts. Stabnow also indicated that he had designed replacing some diamond curve signs with chevrons at the turn. Lauthen and Croonquist will proceed to pull Brandon Township signs with wing on truck as pulling tool.

c. Date of Township meetings: After discussion, monthly meetings will continue to be held on the 3rd Monday of the month, except in January and February when meetings will be held on the 3rd Tuesday due to legal holidays.

d. Ledermann reported that the Lakes Area Regional Planning Agency has been disbanded.


New Business:

a. Three land use permits were reviewed. Cleary noted that a holding tank was being placed on a Walleye Acres lot and that Douglas County still allowed those permits.

b. Oath of Office: Gene Fynboh and Gaylin Croonquist took their elected supervisor official oath of office. Their new supervisor terms are for four years and will begin the first Monday of January, 2013.

c. Michael Cleary was appointed to the position of Brandon Township

Treasurer on a motion by Fynboh, seconded by Lauthen and carried. Cleary then took his appointed treasurer official oath of office and will begin serving the first Monday of January, 2013.

d. Diane Smith was hired for the first quarter to complete year end reports, do the annual audit and assist Cleary' on a motion by Fynboh, seconded by Cleary and carried.

d. Clerk notes include MAT News comments, LTAP info, and Doehling notes.

e. Stabnow provided info about seal coat new process which can extend the life of asphalt roads. A discussion of how to fund costs for replacement of black topped roads included how to estimate costs, initiate assessments, etc. Supervisors indicated a desire to wait until sewer bond has been repaid before beginning any replacement projects. Cleary indicated that he would look into past costs including construction and maintenance costs, comparing gravel roads to black topped roads.


Claims and Wages: Claims and wages requests were presented and viewed by the board. Claims included: Glenn's Towing-$65.00 for DOT inspection; Millerville Co-op Creamery-$26.12 for grader parts; City of Brandon-$58.55 for water/sewer; Douglas County Assc. of Townships-$664.64 for dues; Douglas County Auditor/Treasurer-$142.19 for TNT notices; Otter Tail Power-$18.26 for shop electricity; Post Office-$90.00 for stamps; MATIT-$1191.00 for worker's comp insurance; Gerald Buse-$875.00 for Edgefield upkeep; Paul Lauthen-$48.00 for mileage and shop reimburse; Michael Cleary-$35.00 for mileage; Gene Fynboh-$36.00 for mileage; Adrian Ledermann-$415.01 for mileage/DSL/Office supplies; Diane Smith-$70.00 for office supplies; Lakes Area Humane Society-$139.00 for kennel fee. On a motion by Lauthen, seconded by Fynboh and carried, the bills and wages were approved to be paid.
